A summary of the results and waste characterization will be prepared and sent to the <br /> DTSC for their review and retrospective concurrence limited to the samples provided. <br /> 10.3.3 BOTTOM ASH DETERMINATION AND HANDLING <br /> Bottom ash is produced as part of the combustion process of Biomass Fuel. The heavy <br /> ash is collected in a bottom ash submerged drag conveyor. The water-submerged bottom <br /> ash is then transported by conveyor to the bottom ash storage area. <br /> If the bottom ash is determined to be hazardous based upon the above sampling and <br /> analysis, it will be directed to a landfill that can accept Hazardous Waste. However, the <br /> following items need to be verified prior to shipping the material as Hazardous Waste. <br /> 1. Ensure the receiving facility can accept Hazardous Waste. <br /> 2. Ensure the hauler is registered with DTSC and properly licensed and ensured <br /> to ship Hazardous Waste. <br /> 3. Ensure the hauler has the correct placards on the transport vehicle. <br /> 4. Ensure the hauler has the correct shipping paperwork, including a uniform <br /> Hazardous Waste Manifest and Land Disposal Restriction (LDR) forms. <br /> 5. Ensure the DTES personnel signing the shipping paperwork have received <br /> Department of Transportation (DOT) function specific and Hazardous Waste <br /> training and satisfied all recurring training requirements. <br /> If the bottom ash is determined to be non-hazardous based upon the above sampling and <br /> analysis, it will be directed to a landfill to be direct buried or to an approved beneficial <br /> reuse. <br /> 10.4 ADDITIONAL ANALYSIS <br /> Additional laboratory analysis of both fly ash and bottom ash for atypical constituents of <br /> concern will be conducted on an as needed basis to ensure compliance with applicable <br /> regulations. <br /> Statistical outliers will be evaluated on a case-by-case basis. As a general rule if a result <br /> is three (3) times the average result for that analyte (in the case of metals) then it is a <br /> potential outlier. To confirm this, a statistical outlier test will be completed using the EPA's <br /> ProUCL software. <br /> In the event a sample result is determined to be a statistical outlier the laboratory will be <br /> directed to re-analyze the same sample three (3) times. If the outlier is confirmed based <br /> on the reanalysis of this sample, then the highest of the three additional test results will <br /> be used in the 80% confidence interval calculation. <br /> 28 <br />
