LOCATION PROCEDURE NUMBER <br /> DTE STOCKTON, LLC EAP-01 <br /> DTEStockton, LLC EMERGENCY ACTION PLAN REV: 10, updated: 3/2018 <br /> STATUS: FINAL Page 10 of 35 <br /> 9.0 EVACUATION PROCEDURES, ROUTE AND ASSEMBLY AREA <br /> MAP/FIRST AID HITS <br /> The evacuation routes and assembly area maps are posted by every main exit. Employees <br /> are to become familiar with all evacuation routes and their assembly point. If it is <br /> determined that evacuation of the facility may be required, all personnel will be <br /> instructed to seize all work activities. The Plant Manager will assess whether an <br /> evacuation should be initiated. The Plant Manager shall make this assessment taking into <br /> consideration the following: <br /> (a) The affected parts of the facility and severity of the emergency. <br /> (b) Restrictions in egress routes caused by the emergency. <br /> (c) Wind direction(if emergency involves gases or vapors). <br /> (d) People currently located at the facility (day shift, night/weekend <br /> shift, visitors, contractors, etc.). <br /> If the Plant Manager determines that an evacuation of the plant is necessary, then he/she <br /> must determine which type of evacuation to direct. If the Plant Manager determines that <br /> an evacuation is necessary, he/she shall ensure that a sounding of the plant alarm is <br /> initiated. If an evacuation has been directed and following the sounding of the plant <br /> alarm, the Plant Manager shall ensure that instructions for evacuation are communicated <br /> to personnel over the plant radio system. These instructions should include the following <br /> at a minimum: <br /> (a) The type of evacuation to be performed- immediate or delayed <br /> (b) The nature of the emergency <br /> (c) The location(s) of the emergency <br /> (d) Any egress routes that should not be used by evacuating personnel (if known) <br /> (e) Any measures that evacuating personnel should take to reduce their risk of injury, <br /> e.g. wearing a respirator. <br /> The operation of this facility does not require individuals to block, isolate, or secure <br /> contents that may result in further harm to the occupants of the facility. Therefore <br /> procedures are not necessary for those who may need to operate critical plant operations <br /> during an evacuation. <br /> If an evacuation has been ordered, personnel shall follow the evacuation procedure <br /> based upon the direction of the Plant Manager. The following sections describe the types <br /> of evacuations that can be performed: <br /> (a) Immediate Site Evacuation: <br /> This type of evacuation is to be used only in the event of an emergency grave <br /> enough to warrant evacuation of all personnel.
