LOCATION PROCEDURE NUMBER <br /> DTE STOCKTON, LLC EAP-01 <br /> DTEStockton, LLC EMERGENCY ACTION PLAN REV: 10, updated: 3/2018 <br /> STATUS: FINAL Page 12 of 35 <br /> 9.1 Immediate Site Evacuation Procedure: <br /> 1. Personnel present in the Plant Control Room shall immediately take the <br /> following actions after calling 911: <br /> (a) Locate and obtain the employee &visitor/contractor sign-in sheet (in <br /> the Administration Building Lobby and Control Room). <br /> (b) Locate and obtain all immediately accessible hand-held radios. <br /> (c) Gather in the center of the control room as a group, and determine the <br /> safest assembly area to proceed to, depending upon the known <br /> circumstances of the emergency. This may be either the south <br /> assembly area, or the scale house area(as indicated on Appendix A). <br /> NOTE. The south assembly area will be the principal power block <br /> assembly area used during evacuations, with the scale house assembly <br /> area being an alternate to be used only when egress routes to the <br /> south assembly area are unsafe to proceed along. <br /> (d) Pass the following information over the plant radio system: <br /> 1) Which assembly area(south or north) the control room group <br /> will be proceeding to. <br /> 2) Which visitors/contractors known to be in the operating areas (as <br /> indicated by the visitor/contractor sign-in sheet). <br /> (e) Once control room personnel have completed the preceding steps, they <br /> shall immediately proceed to their designated assembly area. <br /> Personnel in the control room should not delay in evacuating, or wait <br /> on other personnel that they anticipate may arrive. <br /> (f) Upon arriving at the designated assembly area, the control room group <br /> shall designate a Person-in-Charge to take a head count of all <br /> personnel who are at the assembly area, including contractors and <br /> visitors. <br /> (g) After a roll call of all personnel present at the assembly area is taken, <br /> the Person-in-Charge shall identify which operating area personnel are <br /> not accounted for. The Person-in-Charge will then query by radio for <br /> personnel who are unaccounted for. The Person-in-Charge shall then <br /> establish radio communication with the Plant Manager(if applicable) <br /> and relay information on personnel who are unaccounted for. <br /> (h) All personnel at the assembly location shall remain at the location until <br /> an"ALL CLEAR" signal is provided by the Plant Manager(if <br /> applicable) to leave the assembly location.
