LOCATION PROCEDURE NUMBER <br /> DTE STOCKTON, LLC EAP-01 <br /> WEStockton, LLC EMERGENCY ACTION PLAN REV: 10, updated: 3/2018 <br /> STATUS: FINAL Page 13 of 35 <br /> is a continuous 15-second sounding of the plant alarm, followed by 10 <br /> seconds of silence, followed by an additional 15-second sounding of <br /> the plant alarm. <br /> (i) The Plant Manager or alternate shall continuously monitor the plant <br /> radio system when at the assembly location. <br /> 2. Personnel present in the plant operating areas (other than control room) shall <br /> immediately perform the following actions: <br /> (a) If not monitoring the plant radio system, then immediately turn on <br /> hand-held radios. <br /> (b) Proceed to the south assembly area,unless the egress route to the east <br /> assembly area is not safe for travel. In such a case,proceed to the <br /> north assembly area. <br /> (c) Instruct any personnel (including visitors and contractors)who are <br /> seen along the way to proceed to the designated assembly area. <br /> (d) Upon reaching the appropriate assembly area, report to the Person-in- <br /> Charge and continue to monitor the plant radio system. If no other <br /> personnel are present at the assembly area upon arrival, communicate <br /> to the control room that no other personnel are present in the area. <br /> 3. Personnel not in the operating areas of the plant(to include the administration <br /> building, laboratory, warehouse, shop and parking areas) shall immediately <br /> perform the following actions: <br /> (a) Locate and obtain all immediately accessible hand-held radios. <br /> (b) Proceed to the south assembly area. <br /> (c) The Person-in-Charge shall be designated for the assembly area. In <br /> many cases, this will be the Plant Manager or alternate. The Person- <br /> in-Charge shall establish radio communications with operating area <br /> personnel and compare roll call lists to determine if any personnel are <br /> unaccounted for in the facility. <br /> (d) If the Plant Manager is not present at the south assembly area, the <br /> Person-in-Charge at the south assembly area will coordinate outside <br /> responding agency activities until the Plant Manager arrives. In the <br /> event that the Plant Manager is in plant operating areas or has <br /> proceeded to the north assembly area, he/she may elect to designate <br /> the south assembly area Person-in-Charge to act in the capacity of <br /> Plant Manager during the emergency. <br /> Emergency Action Plan—DTE Stockton, LLC <br />
