A person should only attempt to extinguish a fire if it can be extinguished <br /> using readily available extinguishers, a clear exit route is available AND <br /> additional personnel are available to assist. <br /> 5. Fire-fighting efforts beyond the incipient stage will be performed by <br /> trained outside responders only. <br /> 6. Evacuation: Fires that have progressed beyond the incipient stage may <br /> require the evacuation of personnel due to the heat and smoke produced by the <br /> fire. The Plant Manager will determine what level of evacuation is required <br /> depending on the circumstances. <br /> (a) Fires which can be contained and localized may only necessitate a <br /> delayed evacuation. Plant personnel who remain should stabilize <br /> plant operations and assist outside responders in minimizing the <br /> spread of the fire. <br /> (b) The Plant Manager will provide technical and operational assistance <br /> to outside responders as needed. <br /> Emergency Action Plan—DTE Stockton, LLC <br />
