LOCATION PROCEDURE NUMBER <br /> DTE STOCKTON, LLC EAP-01 <br /> DTEStockton, LLC EMERGENCY ACTION PLAN REV: 10, updated: 3/2018 <br /> STATUS: FINAL Page 24 of 35 <br /> 10.5.1 Offsite Chemical/Oil Releases <br /> The DTE Stockton plant is located within the Port of Stockton and is <br /> surrounded by a number of other industrial facilities that produce a variety <br /> of hazardous materials including gasoline, formaldehyde and anhydrous <br /> ammonia. A rail line runs along the north and west boundaries of the plant. <br /> The railroad transports various hazardous chemicals including ethanol and <br /> anhydrous ammonia. <br /> A release of hazardous materials from any of these sources could <br /> potentially require DTE Stockton to take action to protect its employees. If <br /> evacuation is necessary,procedures described in Section 9.0. <br /> 10.5.1.1 CALAMCO <br /> CALAMCO stores up to 80 million pounds of anhydrous <br /> ammonia in two (2) tanks located immediately north of the power <br /> plant across W. Washington St. The plant is equipped with <br /> redundant systems that monitor the ammonia temperatures, levels, <br /> flows and other parameters. An extensive monitoring system has <br /> been installed to detect releases as soon as possible so that <br /> corrective action can be implemented before a release occurs. <br /> Should CALAMCO be unable to prevent a release, their <br /> procedure is to contact the local Fire Department. The Fire <br /> Department will notify potentially affected business and <br /> residential areas and advise them as to what action should be <br /> taken. <br /> Anhydrous ammonia has a sharp, unpleasant odor which <br /> generally tolerable up to 25 parts per million (ppm). Above this <br /> concentration irritation of the eyes, nose and throat may begin. <br /> The U.S. National Institute for Occupational Health and Safety <br /> (NIOSH)has established 300ppm as the concentration that is <br /> immediately dangerous to life and health (IDLH). In the event of <br /> a release of anhydrous ammonia, possible actions include <br /> evacuation of the plant or implementing shelter-in-place <br /> procedures. <br /> Emergency Action Plan—DTE Stockton, LLC <br />
