There must be at least one <br /> emergency coordinator on site or on call to coordinate emergency response measures, and the following <br /> information must be posted by a phone: the name and phone number of the emergency coordinator; location of fire <br /> extinguishers, spill control equipment, and if present,fire alarm; and the phone number of the fire department, <br /> unless the facility has a direct alarm. Immediately appoint an emergency coordinator and post the required <br /> information by a phone. A form is provided that can be used for this purpose. <br /> This is a minor violation. <br /> 115 CCR 66266.81(a)(4)(B)Failed to retain copy of manifest or bill of lading for spent lead acid batteries for 3 years. <br /> Bills of lading or manifests for the management of lead acid batteries for the last three years were not found on site. <br /> A copy of each bill of lading must be kept on site for at least three years. The owner said that he would start to keep <br /> the receipts for the batteries. <br /> This was corrected on site. <br /> This is a Class II violation. <br /> 303 CCR 66262.34(d)(2) Failed to maintain all communication or alarm systems, spill control, or decontamination <br /> equipment. <br /> The secondary containment for the used antifreeze drums(an approximately 200 gallon tote)was observed <br /> containing used oil (an eighth full). All facility communications or alarm systems,fire protection equipment, spill <br /> control equipment, and decontamination equipment, where required, shall be tested and maintained as necessary to <br /> assure its proper operation in time of emergency. Immediately clean the secondary containment and submit a <br /> statement to the EHD once it has been completed. <br /> This is a minor violation. <br /> 403 CCR 66262.34(d)(2) Failed to keep hazardous waste containers closed except when adding or removing hazardous <br /> waste. <br /> The following containers were observed open: <br /> In the hazardous waste storage area: <br /> -One black steel 55 gallon drum containing used oil <br /> -One red plastic 30 gallon drum containing used antifreeze <br /> In the yard area: <br /> -One white plastic 5 gallon bucket containing saturated oily absorbent <br /> All hazardous waste containers shall be closed at all times except when adding or removing waste.
