An emergency coordinator and modified contingency plan information is lacking. There must be at least one emergency coordinator on site or on call to coordinate emergency response measures, and the following information must be posted by a phone: the name and phone number of the emergency coordinator; location of fire extinguishers, spill control equipment, and if present,fire alarm; and the phone number of the fire department, unless the facility has a direct alarm. Immediately appoint an emergency coordinator and post the required information by a phone. A form is provided that can be used for this purpose. This is a minor violation. 115 CCR 66266.81(a)(4)(B)Failed to retain copy of manifest or bill of lading for spent lead acid batteries for 3 years. Bills of lading or manifests for the management of lead acid batteries for the last three years were not found on site. A copy of each bill of lading must be kept on site for at least three years. The owner said that he would start to keep the receipts for the batteries. This was corrected on site. This is a Class II violation. 303 CCR 66262.34(d)(2) Failed to maintain all communication or alarm systems, spill control, or decontamination equipment. The secondary containment for the used antifreeze drums(an approximately 200 gallon tote)was observed containing used oil (an eighth full). All facility communications or alarm systems,fire protection equipment, spill control equipment, and decontamination equipment, where required, shall be tested and maintained as necessary to assure its proper operation in time of emergency. Immediately clean the secondary containment and submit a statement to the EHD once it has been completed. This is a minor violation. 403 CCR 66262.34(d)(2) Failed to keep hazardous waste containers closed except when adding or removing hazardous waste. The following containers were observed open: In the hazardous waste storage area: -One black steel 55 gallon drum containing used oil -One red plastic 30 gallon drum containing used antifreeze In the yard area: -One white plastic 5 gallon bucket containing saturated oily absorbent All hazardous waste containers shall be closed at all times except when adding or removing waste. Immediately close these containers and ensure all hazardous waste containers are closed when not adding or removing waste. This is a minor violation.
