S A N d 0 A QU I N Environmental Health Department <br /> C_ t J iv: I Y <br /> Small Quantity Hazardous Waste Generator Inspection Report <br /> Facility Name: Facility Address: Date: <br /> Marshalls 0122 2203 GRAND CANAL BLVD, STOCKTON August 06, 2020 <br /> SUMMARY OF VIOLATIONS <br /> (CLASS I,CLASS II,or MINOR-Notice to Comply) <br /> Item# Remarks <br /> 106 CCR 66262.34(d)(2)Failed to train employees on waste handling and emergency procedures. <br /> OBSERVATION: At the time of inspection, it could not be demonstrated(not necessarily documented)that <br /> employees who handle hazardous waste were properly trained, based on the following observations: <br /> 1.When asked how spills of a hazardous chemical are cleaned up and managed, Stephanie Ella, an assistant store <br /> manager, stated Magic Monkey(absorbent)is applied to the spill, picked up, and then placed into the trash.At the <br /> time of inspection, a leaking container of Goo Gone adhesive remover, observed inside a Corrosive Bases <br /> Hazardous Waste container, leaked onto the floor next to the hazardous waste storage area. Stephanie applied <br /> absorbent to the spill and then placed the used absorbent into a nearby trash can. Several damaged and empty, or <br /> partially empty, containers of hazardous chemicals were observed inside of the hazardous waste storage containers <br /> without used absorbent,which further indicates that the missing hazardous chemicals may have been disposed of <br /> into the trash. <br /> 2. Three bottles of nail polish were stored inside the Toxics Hazardous Waste container, although according to the <br /> hazardous waste guidance documents posted in the hazardous waste storage area, nail polish is to be placed in the <br /> Aerosols and Flammable Liquids Hazardous Waste container. Stephanie transferred the nail polish into the <br /> Aerosols and Flammables Liquids Hazardous Waste container. <br /> 3.A bottle of Carbona Stainless Steel cleaner and a container of Weiman Jewelry cleaner were stored inside the <br /> Corrosive Bases Hazardous Waste container, although according to the hazardous waste guidance documents, <br /> metal cleaners and the Weiman Jewelry cleaner are to be placed in the Corrosive Acids Hazardous Waste <br /> container. <br /> 4. An"ice melt"was stored inside the Oxidizer Hazardous Waste container and an identical"ice melt'was stored <br /> inside the Toxic Hazardous Waste container.According to the hazardous waste guidance documents, "ice melts" <br /> are to be placed in the Toxic Hazardous Waste container. <br /> 5. See violations 403 and 605. <br /> REGULATION GUIDANCE: The business owner must ensure that all employees are thoroughly familiar with proper <br /> waste handling and emergency procedures, relevant to their responsibilities during normal facility operations and <br /> emergencies. <br /> CORRECTIVE ACTION: Immediately train or re-train the employees.
