Michelle Henry
May 21, 2015
Page 5
G
Cooks Collision does not dispose of waste collected in the mixing room in the municipal
trash. Rather, Cooks Collision sorts waste collected in the mixing rooms into the
following categories: waste paint, bondo dust, empty paint cans, and empty paint cups.
Cooks collision manages its waste paint, bondo dust, and empty paint cans as hazardous
waste. See Attachments 8-1, S-2,S-4 and S-6,manifests for waste paint, bondo dust,
and empty paint cans. Empty paint cups are placed into a closed container and are
collected by Corrick Enviro Services, Inc. See Attachment S-3.
Item No. 204: HSC 25201(a). Failed to obtain a permit to treat hazardous waste.
Envirobase High Performance ECH7080,flashpoint 104 F and EC700,flashpoint 76 F
with pourable amounts were found in the trash can in the mixing room. According to an
employee onsite, the cans are allowed to air dry in the trash can. This facility does not
have a hazardous waste treatment permit issued from either the EBD or the DTSC.
Immediately cease treatment of hazardous waste without a permit or obtain a treatment
permit. Class I violation.
Response to Item No.204:
Please see the response to Item No. 202,above. Pourable volumes of paint are used in _
operations by Cooks Collision and are not waste paint. Paint containers that were
photographed by the CUPA with pourable amounts of paint were still in use in
operations. With respect to paint containers that are not fully emptied through
operations, Cooks Collision employees are required to empty the containers manually
into a 55-gallon drum designated for the specific type of waste paint. All employees have
been trained to follow this procedure. Cooks Collision has also trained all employees to
place empty paint containers into a closed collection bin,and the empty paint containers
are then removed from the facility by Corrick Enviro Services Inc. (See Attachment E). F
E
Supplemental Response to Item No. 204.-
Cooks
04:Cooks Collision does not treat hazardous waste. Please see Responses and Supplemental a
Responses to Item Nos. 101,and 202, above. Please see the accompanying
documentation,Attachments S-1,8-2, 8-4 and S-6,which indicate waste is removed
from the facility for disposal at a TDSF, rather than treated onsite. Empty paint cups are
removed by Corrick Enviro Services,Inc. See Attachment S-3.
Item No. 403: CCR 66262.34(d)(2). Failed to keep hazardous waste containers closed
except when adding or removing hazardous waste. A 55g drum of water based waste
paint was seen open. All hazardous waste containers shall be closed at all times except
when adding or removing waste. Immediately close these containers and ensure all
hazardous waste containers are closed when not adding or removing waste. Class R
violation.
Response to Item No.403:
Cooks Collision has trained all employees on hazardous materials and hazardous waste
management.
