San Joaquin County <br /> Environmental Health Department <br /> 1868 East Hazelton Avenue, Stockton, California 95205-6232 <br /> Telephone:(209)468-3420 Fax:(209)468-3433 Web:www.sogov.org/ehd <br /> Small Quantity Hazardous Waste Generator Inspection Report <br /> Facility Name: Facility Address: Date: <br /> FAMILY DOLLAR#32078 66 S WILSON WAY, STOCKTON March 20, 2019 <br /> SUMMARY OF VIOLATIONS <br /> (CLASS I,CLASS II,or MINOR-Notice to Comply) <br /> Item# Remarks <br /> 106 CCR 66262.34(d)(2) Failed to train employees on waste handling and emergency procedures. <br /> Based on the types of violations observed,the facility employees are not trained on proper hazardous waste <br /> handling or the training provided has been inadequate. <br /> According to Michael Griffin,the store manager, all employees are trained on hazardous waste management <br /> procedures, including being able to place items into the appropriate hazardous waste totes, and mark the hazardous <br /> waste labels. <br /> The following was found in the hazardous waste(HW)storage area at the time of inspection: <br /> -A tote labeled as HW Toxics&OTC Pharmaceuticals(TX OTC). The physical state on the label was marked as <br /> "solid,"the contents was marked as"Other: Baby Powder,"and the accumulation start date was 9/11/18. However, <br /> the tote only contained Washable Poster Paints.When asked why the label was marked as containing baby powder, <br /> Michael indicated that he wasn't sure, but stated the label may be an old label that wasn't replaced when the paint <br /> was placed in the tote. (see photos IMG 4879-4880) <br /> -An unlabeled tote contained 2 bags, each containing broken Sylvania light bulbs, one of which was labeled with <br /> "UW."According to Michael the tote should have been labeled with a Universal Waste label. (IMG 4881-4882) <br /> -A tote labeled as HW State Regulated (ST)with "liquid" marked as the the physical state, "shampoos, soaps and <br /> detergents, and household glue"marked as the contents, and an accumulation start date of 5/15/18. However,the <br /> tote only contained an empty 40 fl. oz. container of Tide Simple Clean &Fresh detergent.When asked what <br /> happened to the liquid detergent in the container, Michael stated that the detergent may have spilled out and was <br /> cleaned up.When asked how spills and leaks are cleaned by facility employees, Michael stated absorbent is used <br /> on a spill and/or the spill is mopped up.When asked how the used absorbent and used mop is managed, Michael <br /> stated employees throw the used absorbent in the trash and the mop is rinsed with water in the mop sink, located <br /> adjacent the HW storage area. Michael replaced the label on the tote, marked the accumulation start date as <br /> 3/20/19, and marked "Soaps&Detergents"as the contents on the label. (IMG 4883-4888) <br /> -A tote labeled as HW Flammables,Aerosols and Combustibles(AF)lacked the physical state, accumulation start <br /> date, and composition (contents).The tote contained two Skittles Scented Candles and two Temporary Hair Color <br /> Spray In aerosol cans. When Michael scanned the two candles,the hand-held scanner indicated the items should <br /> be placed in an ST tote. Michael placed the two candles in a HW tote labeled ST. (IMG 4889-4896) <br /> -A tote labeled as HW Corrosive Bases(CB)lacked the physical state, accumulation start date, and composition <br /> (contents).The tote contained an empty 28 fl. oz. container of Pine-Sol Multi-Surface Cleaner&Deodorizer. Michael <br /> stated he was not sure what happened to the liquid inside the container, but stated that the liquid might have spilled, <br /> was cleaned-up, and the clean-up waste was thrown in the trash. (IMG 4897-4899) <br /> -An empty bottle of Nyco All Purpose Degreaser labeled with a Globally Harmonized System pictogram for <br /> corrosion was found on a shelf in the HW storage area. Michael stated that this item is purchased by the facility for <br /> store-use cleaning. When asked how empty bottles of store-use cleaners are managed, Michael stated the empty <br /> bottles are thrown in the trash. Michael placed the empty bottle on the ground adjacent a bag of trash near an entry <br /> that leads to the dumpster.
