Small Quantity Hazardous Waste Generator Inspection Report
Date:
March 27, 2019
Facility Address:
2043 JACKSON AVE, ESCALON
Facility Name:
FAMILY DOLLAR #32181
San Joaquin County
Environmental Health Department
1868 East Hazelton Avenue, Stockton, California 95205-6232
Telephone: (209) 468-3420 Fax: (209) 468-3433 Web: www.sjgov.org/ehd
SUMMARY OF VIOLATIONS
(CLASS I, CLASS II, or MINOR - Notice to Comply)
RemarksItem #
202 HSC 25189.5(a) Disposed or caused disposal of HW at an unauthorized point.
At the time of inspection a container of Murphy Pure Vegetable Soap fell and spilled onto the store floor. Jamie
Muima, assistant manager, began cleaning up the spill by applying spill absorbent. When asked how she usually
manages a leaking container and absorbent used to clean-up a spill, Jamie stated she scans the item, places the
leaking item into the HW tote indicated on the hand-held scanner, and throws the used absorbent into the trash. The
inspector pointed Jamie to the Family Dollar Hazardous Waste Training Guide, which indicates that the spilled item
and all used spill supplies should be bagged, the name of the item should be written on the bag, and the bag should
be placed in the proper hazardous waste tote (IMG 5147). Jamie scanned the vegetable soap, which prompted her
to place the soap into the ST HW tote. Jamie then placed the used absorbent into a bag and into the ST HW tote,
and placed the leaking soap container into a single separate bag without absorbent. According to the Family Dollar
Hazarous Waste Training Guide, free liquids should be bagged with absorbent and leaking items should be double
bagged (IMG 5148). It was not until after the inspector asked Jamie if she was going to fill out the label on the ST
HW tote, did Jamie mark the physical state, accumulation start date, and contents on the label. (IMG 5166-70)
Hazardous wastes shall be disposed of only by transportation to a permitted hazardous waste treatment, storage,
and disposal facility (TSDF).
Immediately cease disposal of hazardous waste to the trash and ensure that all future waste is hauled by a licensed
hazardous waste transporter to a permitted TSDF.
This is a Class I violation.
301 CCR 66262.34(d)(2) Facility not maintained to minimize the release of a hazardous waste.
A 1-2 gallon container of laundry detergent was found bagged and leaking out of the bag into the mop sink, adjacent
the hazardous waste storage area (IMG 5120, 5127-9). A Family Dollar sign above the mop sink states “Never
dispose of potential hazardous waste in the trash or down the mop sink” (IMG 5132).
Facilities shall be maintained and operated to minimize the possibility of a fire, explosion, or release of hazardous
waste to air, soil, or surface water which could threaten human health or the environment.
Immediately stop the chemical leak from entering the mop sink, clean the spill, and manage according to Title 22
hazardous waste regulations.
Submit a statement and supporting documentation explaining how this waste was managed.
This is a Class II violation.
FA0024757 PR0544341 SC001 03/27/2019
EHD 22-01 Rev. 09/22/16 Small Quantity Hazardous Waste Generator OIR
