-" .O . Box 4816, MODESTO, CA 95352
PHONE 209.847.3500 FAx 209.847.3830
Lntroduction
The following Preliminary Site Assessment-Work Plan (PSA-WP) has been prepared following the
request of the property owner Mr. Joseph Valdez, 10900 East Tokay Colony Road, Lodi, California
95240 for Bovee Environmental Management, Inc. to perform clandestine laboratory contamination
testing. The subject site is described as a two-story residential dwelling, detached metal barn, small wood
shed, and a single-wide modular trailer located at 10900 East Tokay Colony Road, Lodi,California(APN
063-190-64).
As required, this Preliminary Site Assessment-Work Plan (PSA-WI') is being submitted to the San
Joaquin County Environmental Health Department(SJCEHD)for approval.
The PSA-WP will provide the property description, chemicals found and possible methods used,
sampling areas and protocols,as well as the areas to be remediated.
Property Description/History
The subject property for this Preliminary Site Assessment-Work Plan (PSA-WP) is located at 10900 East
Tokay Colony Road,Lodi,California(APN 063-190-64).
The subject property is described as an approximately 1,200 square foot two-story residential dwelling,
detached metal barn, small wood shed, and a single-wide modular trailer. The subject property is
supplied by propane gas, the HVAC system employs ducted supply and return systems, and the property
is connected to a septic waste water system.
The information supplied by the SJCEI-ID, suggests that the actual processing(cooking) did occur at the
residence clue to the large amount of materials and chemicals that were found within the house, barn, and
two (2) modular trailers at the subject property (the law enforcement report was not made available for
review). Only one (1) modular trailer is currently on the property and is being selected as part of the
remediation. The current location of the other trailer is unknown. The duration of the lab and the number
of batches possibly processed is unknown based on the information provided to BEM, Inc. Mercury or
Lead contamination of the residence from chemicals such as lead acetate, mercuric chloride, or mercuric
nitrate does not appear to be present. None of these chemicals were identified on (lie confiscated
materials list.
Based upon a list of law enforcement confiscated materials supplied by the SJCEHD, it is unknown
which cooking method would have been utilized; the list indicates the materials and chemicals seized
from the house, barn, and modular trailer.
The remainder of the exterior grounds do not appear to be affected and are not selected to be part of the
sampling based upon the background information, site setting and conditions. Additionally, there is a
septic waste water system servicing the structure that is being selected as part of the sampling; as such,
the disposal of any methamphetamine constituents does not appear to have been dumped into the septic
waste water system.
BEM Project No. 11-9234
