BCM Project No. 11-9234
Site Contamination Mork Plan
General Requirements
All personnel working on the remediation must meet the training and medical surveillance requirements
of the Cal/OSHA Hazardous Waste Operations and Emergency Response Standard, Title 8, California
Code of Regulations, § 5192 (HAZWOPER 40 Hour). Additionally, the Contractor(and workers) shall
be familiar with working in hazardous environments including clandestine laboratory clean-up. The
remedial activities shall not commence until SJCI;HD has reviewed and approved the Remediation
Work Plan.
Remediation Procedures
Basic mitigation efforts shall be segregated into three categories: 1) Removal and disposal. 2) Triple
rinse surface washing of surfaces. 3) Sealing of walls, ceilings, and floors with an oil-based coating or
similar product.
Entire House:
o Full removal of appliances, HVAC system, duct work, air registers, walls, ceilings, floor
coverings, cabinets, vanities, sinks, toilets, bath tubs/showers, plumbing fixtures and
plumbing drains.
Metal Barn:
o Full removal of vanity, sink, plumbing fixtures, plumbing drains, plywood walls, sheet
metal walls and plastic on ceiling.
o The concrete floor shall be triple rinse surface washed using a non-phosphate based
cleaner and encapsulated with an oil based paint or similar product.
Modular Trniler:
o Properly dispose of the entire modular trailer.
Surface washing shall consist of a triple rinse 'surface washing with a non-phosphate based cleaner.
These surfaces shall then be encapsulated with an oil-based paint, varnish, or similar sealant. Water-
based latex paints appear to have a greater tendency to permit"bleed through"than oil-based coatings.
The sealant is to be applied after surface washing has been completed. After the sealant has cured in
accordance with the manufacturer's instruction, sampling and analysis must be conducted to assure
that any remaining contamination is below the State of California criteria. The objective is to reduce
contaminants to below the State of California criteria by an efficient and cost-effective method that
generates a minimal waste stream. Note that all wash solutions and rinse must be effectively collected
for proper disposal. Confirmation methamplietaminc samples will be required on areas that are
washed.
P.O.
