Sk11� JOAQUIN <br />COUNTY <br />Environmental Health Department <br />Small Quantity Hazardous Waste Generator Inspection Report <br />Facility Name: <br />Facility Address: <br />Date: <br />GARIBAY CLEANERS <br />200 N MAIN ST, MANTECA <br />September 12, 2019 <br />SUMMARY OF VIOLATIONS <br />(CLASS I, CLASS II, or MINOR - Notice to Comply) <br />Item # <br />Remarks <br />101 <br />CCR 66262.12 Managed a hazardous waste without an identification number. <br />OBSERVATION: This business does not have an active hazardous waste ID number in the California Department <br />of Toxic Substances Control (DTSC) database. <br />REGULATION GUIDANCE: A hazardous waste generator shall not treat, store, dispose of, transport or offer for <br />transportation, hazardous waste without having received an Environmental Protection Agency (EPA) Identification <br />(ID) Number. A State EPA ID number is required for generators of less than 100 kg RCRA hazardous waste per <br />month, less than 1 kg of acutely hazardous waste per month or any amount of non-RCRA hazardous waste. ID <br />numbers are unique to a business and site location. <br />CORRECTIVE ACTION: Go to the DTSC web site at https://dtsc.ca.gov/apply-for-hazardous-waste-epa-id-number/ <br />to reactivate your State ID number. Immediately reactivate your ID number and submit evidence to the San <br />Joaquin County Environmental Health Department within 30 days. <br />This is a minor violation. <br />602 <br />CCR 66262.34(e)(1)(B) Stored satellite accumulated waste on site longer than one year or 180 days after fill date. <br />OBSERVATION: Satellite hazardous waste containers were observed stored on-site for too many days. The <br />following containers were observed: Three 16 gallon drums containing Perc with accumulation start dates of <br />6/17/17, 10/7/17, and 5/9/18. The last pick up of perc and perc filters was on 6/17/17, manifest number <br />006100386SKS. <br />REGULATION GUIDANCE: Satellite accumulated waste shall not be stored on site for more than 180 days after the <br />container was filled, or a total of one year, whichever comes first. <br />CORRECTIVE ACTION: Immediately dispose of the hazardous waste in compliance with Title 22 California Code <br />of Regulations.
