SAI'l JDAUL M <br />Environmental Health Department <br />Small Quantity Hazardous Waste Generator Inspection Report <br />Facility Name: <br />Facility Address: <br />Date: <br />GARIBAY CLEANERS <br />200 N MAIN ST, MANTECA <br />September 12, 2019 <br />SUMMARY OF VIOLATIONS <br />(CLASS I, CLASS II, or MINOR - Notice to Comply) <br />Item # Remarks <br />604 CCR 66262.34(e)(3) Failed to mark satellite containers with date filled within three days. <br />OBSERVATION: Satellite accumulation hazardous waste containers were observed on-site without the date the <br />containers were filled added to the label. The containers were two 16 gallon drums of perc with accumulation start <br />dates 6/17/17 and 10/7/17. <br />REGULATION GUIDANCE: Within three days of accumulating 55 gallons of hazardous waste or one quart of <br />acutely or extremely hazardous waste, the satellite accumulation container shall be marked with the date it was filled <br />and moved to the hazardous waste storage area. <br />CORRECTIVE ACTION: Immediately mark the date the container was filled and move it to the hazardous waste <br />storage area. If the container has been stored on-site greater than 90 days after filling then immediately dispose of <br />the hazardous waste in compliance with Title 22 California Code of Regulations. Provide a corrective action <br />statement and supporting documentation to the San Joaquin County Environmental Health Department (EHD) <br />within 30 days. <br />This is a minor violation. <br />Overall Inspection Comments: <br />Complete and submit a copy of the Return to Compliance Certification form to the EHD with a statement <br />documenting the corrective actions that have been or will be taken for each violation, and any supporting <br />paperwork, by October 12, 2019. <br />Starting September 1, 2018, all in -office CERS help will be provided at EHD hourly rate ($152). To schedule an <br />appointment, please call (209) 468-3420. <br />The following minor violations were corrected at time of inspection: <br />OBSERVATION: A complete modified contingency plan was not posted at the facility. <br />REGULATION GUIDANCE: The business operator must post the following information next to telephones or in <br />areas directly involved in the generation and accumulation of hazardous waste: the name and emergency <br />telephone number of the emergency coordinator, the location of fire extinguishers and spill control material, and <br />the telephone number of the fire department unless the facility has a direct alarm. <br />ACTION: Corrected on site. <br />OBSERVATION: Four satellite accumulation hazardous waste containers were observed on-site without an <br />initial date of accumulation added to the label. Three 16 gallon drums containing Perc, and one 16 gallon drum <br />containing a used perc filter. <br />REGULATION GUIDANCE: The initial date of waste accumulation must be clearly marked and visible for <br />inspection on each container used for satellite accumulation of hazardous waste. <br />ACTION: Accumulation start dates added to labels on site. <br />OBSERVATION: The following open hazardous waste storage containers were observed on-site: Three 16 <br />gallon drums containing Perc, and one 16 gallon drum containing a used filter were observed not securely <br />closed. <br />FA0018141 PR0544415 SCO01 09/12/2019 <br />EHD 22-01 Rev. 8/22/2019 Page 5 of 6 Small Quantity Hazardous Waste Generator OIR <br />1868 E.
