Environmental Health Department <br />Small Quantity Hazardous Waste Generator Inspection Report <br />Date: <br />July 31, 2019 <br /> Facility Address: <br /> 540 N GRANT ST, STOCKTON <br /> Facility Name: <br /> ARTS BODY SHOP <br />SUMMARY OF VIOLATIONS <br />(CLASS I, CLASS II, or MINOR - Notice to Comply) <br />RemarksItem # <br /> 119 HSC 25404(e)(4) Failed to report program data in the California Environmental Reporting System (CERS). <br />OBSERVATIONS: A submission to the California Electronic Reporting System (CERS) for the hazardous waste <br />program has not been made. <br />REGULATION: Beginning January 1, 2013, all businesses are required to submit all new (or any changes to existing) <br />hazardous waste information online to the CERS at http://cers.calepa.ca.gov. <br />CORRECTIVE ACTION: Immediately create a CERS account and make the required submittals. Be sure to include <br />your hazardous waste activity in the Businesses Activities section in CERS in addition to any other relevant activities <br />and required fields. <br />This is a Class II violation. <br />Overall Inspection Comments: <br />Complete and submit a copy of the Return to Compliance Certification form to the EHD with a statement <br />documenting the corrective actions that have been or will be taken for each violation, and any supporting <br />paperwork, by September 1st 2019 <br />Inspector provided: Hazardous waste label, contingency plan, minimum requirements hazardous waste labeling <br />sheet <br />Waste streams observed: waste acetone, paint, sanding dust, contaminated rags. <br />Note: <br />The following violations items were corrected on site during the inspection: <br />Item 1: No modified contingency plan and no emergency coordinator. <br />OBSERVATIONS: The facility did not have a modified contingency plan or an emergency coordinator. The <br />operator filled out and posted the provided form. <br />REGULATION: There must be at least one emergency coordinator on site or on call to coordinate emergency <br />response measures, and the following information must be posted by a phone: the name and phone number of <br />the emergency coordinator; location of fire extinguishers, spill control equipment, and if present, fire alarm; and <br />the phone number of the fire department, unless the facility has a direct alarm. <br />Item 2: Failed to properly label a hazardous waste container. <br />OBSERVATIONS: One approximately 3 gallon container with waste acetone observed with no hazardous waste <br />label.
