Eldorado St. <br /> Stockton, CA 95202 <br /> RE: HAZARDOUS MATERIALS/HAZARDOUS WASTE CONTINGENCY <br /> PLANS AND EMERGENCY PROCEDURES <br /> BP West Coast Products LLC ("BPWCP") is providing the following information to <br /> update you on provisions of our Hazardous Materials and Hazardous Waste <br /> Contingency plan for the Bulk Petroleum Distribution Terminal located at 2700 <br /> West Washington St. in Stockton, CA 95203. Due to the nature of our business <br /> we may in the future need to request emergency response services from your <br /> organization. As suggested by Section 65265.37 of the California Code of <br /> Regulations we are now providing the following information to help your <br /> organizations become familiar with our Hazardous Materials Business/Waste <br /> Management activities. <br /> Facility Overview <br /> The Stockton Terminal receives hazardous materials such as gasoline and <br /> ethanol (denatured with gasoline) for storage and final distribution via Tanker <br /> Cargo Trucks to ARCO branded commercial retail sites in the Stockton Area, <br /> San Joaquin County and other surrounding cities_ Gasoline receipts are made <br /> by pipelines. Ethanol receipts are made by Rail Car. These products are stored <br /> in above ground storage tanks located within a tank farm dike area and marked <br /> with NFPA 704 placards. The tanks are connected by aboveground piping <br /> manifold to our truck loading rack. Ethanol is typically blended into gasoline prior <br /> to delivery to meet state and federal air regulations. A thermal oxidizer is used <br /> as an emission control device for the truck loading rack and is permitted and <br /> approved by the local air district. <br /> The terminal is located within the Port of Stockton on Washington St at Stork <br /> Road_ The terminal is staffed 7 days a week during normal working hours from 6 <br /> am to 5 pm. All pipeline receipts are manned. The Truck Load rack is <br /> accessible 24 hour per day via card key actuated gate to third party carriers. <br /> The Office Building is routinely occupied by at most three employees; the <br /> Terminal Manger, On Duty terminal technician and one SAP Administrator. A <br /> Spill Prevention Control and Countermeasure Plan and OPA 90 Facility <br />
