Evacuation plans for the facility are posted and can <br /> be found in Attachment 2. <br /> Properties of Hazardous Materials <br /> Gasoline and denatured ethanol are both flammable materials with flash point <br /> <100 F. Gasoline contains the carcinogen benzene. According the Emergency <br /> Response Guide Book, Gasoline is polar and water miscible (ERG 127) while <br /> ethanol is water immiscible (ERG 128). Note specials alcohol resistant foams are <br /> needed to fight Ethanol fires. Additional information is available by review of <br /> Material Safety Data Sheets (MSDS) filed onsite. See Attachment 3, <br /> Hazardous Waste <br /> Properties of hazardous waste handled at the facility vary depending on the <br /> source of waste generation. Most routinely the terminal stores non-hazardous <br /> petroleum contaminated debris on-site in 55 gallon drums. <br /> However, in the event of a hazardous material release or spill the terminal may <br /> generate hazardous waste from it's spill clean up activities. These materials <br /> could be saturated with gasoline and/or ethanol making the material flammable <br /> as well as toxic due to the presence of benzene_ The Resource Conservation <br /> and Recovery Act (RCRA) regulations refer to these wastes as Flammable — <br /> D001 and Benzene — 0018. On occasion, if there is construction or tank <br /> maintenance work at the site, other types of hazardous waste can be generated. <br /> Theses wastes may include flammable liquid wastes and solids or waste <br /> materials containing metals such as lead. <br /> In accordance with all state and federal regulation these wastes are routinely <br /> transported offsite by approved waste transporters for final disposal or recycling. <br /> Response Procedures with County Agencies <br /> In the event of an emergency event such as fires, explosions or releases <br /> involving hazardous material or wastes our employees are trained to respond <br /> and make proper regulatory notifications to activate a response by various <br /> agencies such as local response authorities by calling 911, State OES, National <br /> Response Center and the San Joaquin County OES. We also have contracted <br /> emergency response personnel that would be activated to bring equipment <br /> necessary to manage the containment and clean up of large releases or spills. <br /> In the event of a spill or release of hazardous materials or wastes, the following. <br /> services may be needed: <br /> 13.Port Stockton Police to assist in securing the release area while on port <br /> property and road ways. <br /> 14.Stockton Police and/or California Highway Patrol to assist in securing the <br /> release area while on public road ways or at ARCO stations. <br />
