The soil lining each pond must <br /> possess the characteristics of at least 10% clay and less than 10% gravel. During construction, if <br /> excess clay soil is encountered, it will be stockpiled in the event it .must be used to line a lagoon <br /> having unfavorable soil. After completion of the lagoons, a full report will be submitted to the <br /> Regional Board. <br /> Groundwater maps produced by the County Flood Control District indicate the depth to water at <br /> over 240 feet below the subject site.
