The Tesla Facility is at <br /> 9000 West Vernalis Road, Tracy California, about 7.5 miles south of the City of Tracy, in <br /> unincorporated southwestern San Joaquin County. Ultraviolet(UV) lamps containing mercury <br /> (Hg) occasionally (i.e., seven times in years 2018-2019) break within SFPUC's water <br /> transmission pipelines. When this occurs, water from the reactor section of pipe bursts out of the <br /> UV reactor cover onto the building floor(which then flows into a trench drain) for several <br /> minutes until the UV reactor's isolation valves can be fully shut. Mercury levels in various <br /> compartments are monitored and managed by SFPUC staff through various procedures. <br /> This memorandum supports SFPUC in addressing the potential environmental contamination <br /> concerns associated with the discharge, as well as the regulatory concerns—from both the San <br /> Joaquin County Environmental Health Department and the Regional Board. <br /> Personnel <br /> The individual responsible for the work described herein is Stephen McCord, President at <br /> McCord Environmental, Inc.
