building. Figure 4 shows the downstream end of the trench drain just before it leaves the <br /> building. Figure 5 shows the general topography of the site, including 2 unlined grit <br /> basins. Figure 6, which was taken shortly after construction of the facility was completed <br /> in 2010, provides a photographic overview of Tesla Treatment facility. A UV lamp and <br /> sleeve rupture can release more than 1,000 gallons of water into the trench drain and to <br /> grit basin number 1. <br /> SFPUC is investigating the cause and means to prevent lamp ruptures; this is a top <br /> priority, because of potential impacts on the environment, water supply and treatment <br /> reliability and the health and safety of staff. SFPUC can neither suspend UV treatment <br /> operations at Tesla Treatment Facility nor certify absolutely the cessation of discharges <br /> related to lamp failure; maintaining water supply during the summer months is especially <br /> critical. SFPUC's plan is to construct intercepting facilities, as expeditiously as it can, <br /> that contain any such discharges in a manner that will ensure that no discharge reaches <br /> waters of the state. Details of this plan are being refined with as-needed engineering and <br /> design contractors, and should be complete no later than the end of this month. <br /> Additionally, SFPUC has retained a consultant, AEW Engineering Inc., and is working <br /> with Garrett Backus of San Joaquin County Department of Environmental Health <br /> (SJCDEH) to perform characterization studies of the soil at the grit basin number 1 in <br /> Tesla Treatment Facility. SFPUC has sent a draft work plan for the sediment sampling at <br /> the grit basin number 1 to SJCDEH for review. SFPUC, AEW Engineering Inc., and <br /> SJDEH will be discussing the draft work plan on Tuesday, July 10, 2018. <br /> Please be assured that SFPUC is highly concerned about the matters brought about by the <br /> UV lamp and sleeve failures at its Tesla Treatment Facility and is determined to rectify these <br /> matters as soon as possible.
