SAN J O A g U I N Environmental Health Department <br /> CC LJ N T Y------- <br /> RCRA Large Quantity Hazardous Waste Generator Inspection Report <br /> Facility Name: Facility Address: Date: <br /> METAL FINISHING SOLUTIONS-STOCKTON 1 1325 EL PINAL DR, STOCKTON August 31, 2020 <br /> SUMMARY OF VIOLATIONS <br /> (CLASS I,CLASS II,or MINOR-Notice to Comply) <br /> Item# Remarks <br /> 406 CCR 66261.7 Contaminated container not marked with date emptied or managed within one year of being emptied. <br /> OBSERVATION: Three blue plastic empty 55 gallon drums that previously held sodium hydroxide were observed <br /> without the date emptied. <br /> REGULATION GUIDANCE: Empty containers which previously held a hazardous material, including hazardous <br /> waste must be managed per Title 22 California Code of Regulations(CCR)section 66261.7. Refer to this section <br /> and California Department of Toxic Substances Control guidance for more information. <br /> CORRECTIVE ACTION: Immediately label all empty containers with the date they were emptied and manage <br /> within one year of that date. Manage the container per Title 22 CCR section 66261.7. Provide a corrective action <br /> statement and supporting documentation to the San Joaquin County Environmental Health Department(EHD) <br /> within 30 days. <br /> This is a Class II violation. <br /> 501 CCR 66262.34(f) Failed to completely label stationary hazardous waste tanks. <br /> OBSERVATION: The hazardous waste tanks storing alkaline waste and acid waste do not have complete labeling. <br /> -One 1500 gallon alkaline waste tank was observed in the neutralization area without the words"Hazardous Waste" <br /> and an accumulation start date. <br /> -One 1500 gallon acid waste tank was observed in the neutralization area without the words"Hazardous Waste" <br /> and an accumulation start date. <br /> REGULATION GUIDANCE: All hazardous waste tanks shall be marked with the words"Hazardous Waste"and the <br /> accumulation start date. <br /> CORRECTIVE ACTION: Label the hazardous waste tanks with the words"Hazardous Waste"and the accumulation <br /> start date.
