P <br /> 304 East Weber Avenue, Third Floor • Stockton, CA 95202 <br /> 209/468-3420 <br /> CSK AUTO MAR 0 7 2001 <br /> 645 E MISSOURI AVE STE 400 <br /> PHOENIX AZ 85012 <br /> RE: Grand Auto#4025 Site Cbde#:0515694 <br /> 1210 TracyBlvd. RO#:0000825 <br /> Tracy,CA.,95376 <br /> San Joaquin County Public Health Services,Environmental Health Division(PI]S-EHD)has reviewed the GeoTek <br /> Inc"Phase I Environmental Assessmerd'dated March 2,2000 and GeoTek Inc"Phase H Environmental <br /> Assessment"dated March 7,2000 as submitted by Kennedy/Jenks on February 15,2001 and has the following <br /> comments. <br /> Sort samples were collected from three(3)shallow soil borings("4025/SB-1,2,&3")on February 17,2000. The chain <br /> of custodyinckded in the Phase H report indicated onlysoil samples were analyzed and onlyEPA Method 8015B <br /> (Total Petroleum Hydrocarbons as Diesel,"TPHd")was requested. <br /> Based on the Phase I findings,other corstituaents of concern were identified and so were other areas of concern. The <br /> soil sampling did not include the noted consmients of concern and the Phase H did not investigate other areas where <br /> spillage was noted. Kennedy/Jenks requested a No Further Action letter. <br /> Since the investigation did not include laboratoryanalyses for all constituents noted to be present at this site,in all areas <br /> where theywere located,nor was a groundwater investigation inchded,PHS-EHD concluded that the Phase II Report <br /> was inconclusive and a No Further Action letter could not be issued. <br /> PF&EHD has now been requested to recomrnend procedures and inclusions that would eventuallyallow an <br /> evaluation for closure("no further action/investigation required"). <br /> PHS-EHD is authorized to evaluate,comrrrrrt,and issue"No Further Action'letters for approved underground <br /> storage tank(LbT)sites under a contract with the State Water Resources Control Board(SWRCB). This site is not a <br /> registered LET site and as such,PHS-EHD has no authornyto direct investigative or remedial actions. <br /> hider certain vokmtarycon ditions PHS-EHD will assist non-LET site responsible parties in their subsurface <br /> motion. PHS-EHD w111 review and comment on proposals submitted and will issue well pem=with the <br /> understanding that the responsible partyfollow the recommendations offered Since PHS-EHD has no authontyto <br /> direct the investigation on non-USTsites,it is to be understood that this service is provided to the partywgxs*the <br /> oversight as a courtesyso that a properlyauthorized regulatoryagency maybave all the infomnawn needed to make a <br /> thorough evaluation of the site's subsurface conditions. <br /> PHS-EHD will recommend actions that will attempt to delineate the lateral and vertical events of the soil and <br /> groundwater contarrnnation Based on the above ground usage and historyof the site,PHS-EHD will recommend <br /> laboratoryanalyses that are gable of detecting the formedyidenvfied constituents.
