When recommendations are not followed,PHS-EHD will refer the site to either the Central <br /> ValleyRegional Water Quality Control Board(CVRWQCB)or the California Department of Toxic Substances <br /> Cn.ntrol(DTSO for further investigation <br /> In the past,PHS-EHD has issued"No Further Investigation"M letters to norrLJST requesting parties when it has <br /> been determined that the groundwater beneath the site was not irnpacted byconstir cents of concern and the soil <br /> contarnination was vetylow or non-detect at acceptable detection limits and was laterallyand verticallyclefined. <br /> PHS-EHD will provide a NFI letter onlyurrder these same conditions. If the groundwater is contaminated or the soil <br /> impact is not laterallyyorverticallydefined,PHS-EHD wE recommend areas for further investigation Once the soil <br /> contamination has been delineated and the impact to the groundwater verified,PHS-EHD will evahrate your site for <br /> either referral or NFI. <br /> Based on the information in the reports recentlysubmitted to PHS-EHD,our recommendation would be to include <br /> additional soil sampling to depths where two consecutive five-foot samples indicated`non-detect'for the constituents <br /> of concern. Groundwater samples should be collected also and analyzed for all constituents the soil is to be analyzed <br /> for. Detection limits and QualiryAssurance/QualiryCn.nirol(QA/QC)measures should be consistent with protocols <br /> typrallyutilized in LIST investigations. <br /> Hydraulic oil,waste oil,ethylene-glycol,chlorinated solvents,lubricants,and batteryacid should be investigated in areas <br /> where the Phase I Report indicated theywere stored,used,or stained the area Anydetectable contamination should be <br /> laterallyand verucallyinvestigated and defined. Delineation conclusions in reports should be based on acceptable data <br /> (good QA/QC;detection limits,chain of custody,etc)that supports these conclusions. <br /> The area of the above ground storage tanlis(AGI)is uriclear. Narrative corrunents indicate two AGTs were stored <br /> and uutrlized in the"area adjacent to the northwest comer of the building,")et the maps included in the reports show the <br /> AGTs at the northeast area of the site. This discrepancy needs to be clewed up. Soil and groundwater samples <br /> should be collected and analyzed for waste oil LIST protocols in the AGT area <br /> The area of the three clumbered oil/water separator should be investigated for waste oil LIST constituents also in soil <br /> and groundwater samples. The four(4)floor drains should have the soil beneath them investigated and samples <br /> analyzed for all constituents detected in the investigation corxI:ucted around and under the separator. <br /> The replaced hydraulic lift and the soil around it should be investigated for hydraulic oil If contamination is detected,it <br /> should be delineated and a groundwater investigation should be conducted there. <br /> The impact of contarnination to the soil in the lead-acid batterystorage area needs to be verified. Soluble lead and the <br /> conositivityof the soil in this area should be ascertained. Anysoil contamination in this area will require a groundwater <br /> investigation for lead and pH <br /> During the ramal Phase II investigation,PHS-EHD staff noted deep standing water witlr floating product and sheen in <br /> the truck loading dock at the east side of the building. Soil samples are to be collected in this area and analyzed for <br /> petroleum,solvents,and anyotherconstituent evidenced byresidual traces on the surface. If soil contamination is <br /> detected,a groundwater investigation should be conducted for constituents found in the soil <br />
