In a <br /> memorandum dated November 1995, the State Water Resources Control Board (SWRCB) <br /> stated that hydraulic lift tanks (HLTs) would be permanently exempt from regulation as <br /> underground storage tanks. The basis for the SWRCB determination included factors such as <br /> the very low or nonexistent human toxicity of hydraulic fluid, the relative immobility of hydraulic <br /> fluid in soils, and its relative insolubility in groundwater, and the low likelihood that any other <br /> species would adversely affected by releases from HLTs. Moreover, the available data suggest <br /> that there has not been a significant release of hydraulic fluid from the hydraulic lifts or oil/water <br /> separator at CSK Store No. 4025. <br /> At this time, we understand that CSK intends to continue operation of this store, including use of <br /> the hydraulic lifts and the oil/water separator. On the basis of the minimal to non-detect <br /> concentrations of TPH in soil, the typical limited migration of TPH compounds, and the projected <br /> continued use of the facility, we respectfully request that the San Joaquin County Environmental <br /> Health Department issue a No Further Action letter to PACCAR for this site. <br /> Thank you for your attention to this request.
