Secondary containment shall be constructed to prevent any water <br /> intrusion into the system by precipitation, infiltration, or surface runoff. The service technician removed the liquid <br /> from the diesel STP sump and returned the sensor to its proper location. Immediately contact a properly licensed, <br /> trained, and certified contractor to address the water intrusion into the diesel STP sump under permit and inspection <br /> of the EHD. <br /> This is a minor violation. <br /> 319 CCR 2635, 2637.1, 2665, 2712 No spill bucket, failed to contain 5 gallons, no means to keep it empty, or failed to be <br /> tested. <br /> The 91 and diesel spill containers failed to have a minimum capacity of five gallons. All spill containers shall have a <br /> minimum capacity of five gallons. Immediately contact a properly licensed, trained, and certified contractor to repair <br /> or replace the spill containers under permit and inspection of the EHD. <br /> This is a minor violation. <br /> 320 CCR 2635, 2637.2, 2665, 2712 Failure to comply with the installation, inspection, or record keeping of the overfill <br /> prevention. <br /> The overfill prevention test results dated 9/26/18 state the probes are set to activate at 107 inches from the bottom <br /> of the tanks. Based on the tank charts, this places the overfill at 94.8% of the tank volume. Audible/visual overfill <br /> prevention methods shall be set to alarm at or below 90% of the tank volume. Immediately have the components <br /> repaired or replaced by a properly licensed, trained, and certified contractor under permit and inspection of the EHD. <br /> If the failed components can't be replaced immediately, there is a possibility that the 87, 91, and diesel UST <br /> systems may be red tagged to prevent fuel inputs. <br /> This is a Class II violation. <br /> Overall Inspection Comments: <br /> The monitoring system certification was conducted on 4/9/19 and was not witnessed by EHD. Looked inside all <br /> sumps and UDCs. Verified sensor locations and piping communication. Verified 87 spill bucket 5 gallon <br /> capacity. <br /> The paperwork inspection was conducted 4/15/19; the complete inspection report was provided to the facility <br /> operator at that time. <br /> Complete and submit a copy of the Return to Compliance Certification form to the EHD with a statement <br /> documenting the corrective actions that have been or will be taken for each violation, and any supporting <br /> paperwork, by May 15, 2019. <br /> Documents provided: Return to Compliance Certification form, schedule of free CUPA classes <br /> FA0014762 PRO521738 SCO01 04/09/2019 <br /> EHD 23-01 Rev.09/22/16 Page 7 of 8 Underground Storage Tank Program OIR <br />
