Item No. 6 <br /> PC: 2-18-93 <br /> SA-92-73 <br /> Page 3 <br /> STAFF ANALYSIS <br /> BACKGROUND: <br /> Although the facility has existed since before 1961,a Site Approval application was required to reestablish <br /> that use because no development application had ever been specifically approved for the poultry farm. <br /> The application, which is Staff Review with Notification and normally processed at staff level, has been <br /> placed on the Planning Commission's agenda in response to the amount of controversy generated among <br /> residents of the area after referral of the application. That controversy is discussed in detail in the staff <br /> report under'Area/Neighborhood Compatibility.' <br /> POLICY CONSIDERATIONS: <br /> General Plan and Zonina: <br /> The site is designated as A/G (General Agriculture) by the General Plan. The project site's zone <br /> designation of AG-40 (General Agriculture; 40-acre minimum parcel size) is a compatible <br /> implementing zone for the A/G General Plan designation. Poultry farms are included in the Animal <br /> Raising/Small Animals use type and may be permitted in the AG-40 zone subject to an approved <br /> Site Approval application. <br /> AR EA/NEIGHBORHOOD COMPATIBILITY: <br /> The concerns raised in the letters of opposition received from property owners in the vicinity of the project <br /> site deal with potential land use conflicts, odors and flies resulting from improper waste management <br /> practices, and drainage problems. <br /> Land Use: <br /> The letters of opposition indicated that the operation of the poultry farm would conflict with both <br /> existing residences and future residences located in nearby antiquated subdivisions. The General <br /> Plan designation for the site and the surrounding property is A/G (General Agriculture);this is not <br /> a residential area. The area around the project site is zoned AG-40 and generally composed of <br /> 40-acre or larger parcels with agricultural uses and a few widely scattered residences. There are, <br /> however, three antiquated subdivisions located in the area: Brookland Farms, located at the <br /> northwest'comer of Carter Road and Henry Road and originally containing 63 ten-acre lots; <br /> Locke-Paddon Addition to Trigo, located one mile west of the project site on the south side of <br /> Carter Road and originally containing 95-acre lots;and Almond Acreage, located 2,000 feet south <br /> of the site and containing 15 40-acre lots. In addition, a tentative parcel map has been approved <br /> for nine 40-acre parcels on adjacent property to the south and east of the project site. The Initial <br /> Study that was prepared for the project concluded that the project would not result in significant <br /> land use conflicts because the proposed use is a permitted agricultural use that will be located <br /> in an adjacent area characterized by large agricultural parcels. <br />
