Item No. 6 <br /> PC: 2-18-93 <br /> SA-92-73 <br /> Page 4 <br /> Waste Management: <br /> The letters of opposition stated that the poultry farm would result in serious fly and odor problems <br /> for surrounding property owners. <br /> Operation of the proposed facility, including the disposal of animal wastes and wastewater from <br /> the structures, will be subject to the regulations of the Environmental Health Division of Public <br /> Health Services and the Regional Water Quality Control Board (RWQCB). Those regulations <br /> require weekly removal of all waste generated at the site or,as an alternative,approval of a Waste <br /> Management Plan by both agencies. According to conversations with staff from the RWQCB,the <br /> use will also likely be required to adhere to adopted Waste Discharge Requirements. Those <br /> requirements regulate the number of animals and the method of waste disposal. Given the type <br /> of use,there will be some odors generated y the operation of the poultry farm. In the event that <br /> the use is found to have become a nuisance or a threat to public health or safety, the approval <br /> may be revoked according to the provisions contained in Chapter 9-230 of the Development Title. <br /> Drainage: <br /> The opponents to the project expressed concerns regarding the adverse impacts that could result <br /> from improper collection of animal wastes and flooding associated with storm or agricultural <br /> runoff. <br /> The collection of animal waste from the laying and brooding houses is regulated by the RWQCB <br /> and will be retained on the site in a series of waste ponds. The ponds must be constructed to <br /> the RWQCB's minimum standards and be designed to prevent wastewater from entering the site's <br /> storm waterrrrigation system. Storm and irrigation runoff from the site is currently conveyed to <br /> a retention pond located in the northwest comer of the adjacent parcel to the south of the subject <br /> parcel under an agreement between the property owner to the south and the previous operator <br /> of the poultry farm. The Initial Study that was prepared for the project concluded that the <br /> operation of the poultry farm would not result in any significant, adverse impacts to local water <br /> quality because the waste ponds will be operated according to RWQCB standards and because <br /> no animal wastes are allowed into the site's stormArrigation system. <br /> FACILITIES/SERVICES: <br /> Water Supply Sewage Disposal and Storm Drainage: <br /> The facility will be served by the following on-site services: a private well and an individual septic <br /> system. Storm water and irrigation runoff will be conveyed to a retention pond on an adjacent <br /> parcel, and animal waste will be retained on the site in a series of ponds. The recommended <br /> Conditions of Approval include the requirement for an Improvement Plan that will be used to <br /> confirm compliance with drainage Conditions prior to the initiation of the approved use. <br />
