CENTRAL VALL v REGIONAL `NATER QUALITY CO TROL BOARD
INSPECTION REPORT
5 October 1982
DISCHARGER: Kleinfield Farms (poultry egg ranch)
LOCATION & COUNTY: Carter Road and N. Henry Road, Farmington; San Joaquin County
CONTACT(S) : Mr. Jerry Baughman, manager
INSPECTION DATE: 29 September 1982
INSPECTED BY: John Menke
ACCOMPANIED BY:
OBSERVATIONS AND COMMENTS:
This inspection was made to evaluate waste system improvements made subsequent to
a 3 March 1982 complaint and to investigate a complaint received 27 September.
Both complaints concerned waste discharges to a drainage course which connects to
an Oakdale Irrigation District lateral which in turn spills to Lone Tree Creek.
The electrical conductivity (EC) measurement was 1000 for water in the drainage
course downstream from Kleinfield Farms. This was substantially higher than
water in other drainage courses in the area (EC 150-250) .
I contacted Mr. Baughman and first discussed improvements he had made after my
March inspection. He informed me that "clean water" drainage from approximately
29 acres had been diverted from the pond system, and improvements had been made
in the roof drainage diversion. He gave me a facilities sketch which indicated
the available pond capacities and the input sources for the ponds. He computed
the current total storage capacity at 20 inches in the 7A pond system. We pos-
tulated the average annual rainfall in the area at 14 inches; I subsequently
confirmed that figure. As I informed Mr. Baughman, the net storage capacity is
then only 6 inches, and that amount is perhaps inadequate since: (1 ) approxi-
mately three acres still drain into the pond system, and (2) two poultry houses
use a flush down waste system for half their bird population.
We discussed the desirability of the ranch having the capability to distribute
wastewater onto adjacent land in order to lower the ponds prior to the onset of
the rainy season and also, if necessary, in between storms. He informed me that
there is an unused pump located at a pond incorporated in the drainage course.
No wastewater is intended to flow into that pond, and the pump would need to be
moved to the lowest pond in the wastewater pond system. Mr. Baughman indicated
he would discuss the use of a wastewater distribution system with the facility
owners. I have given him a copy of the State's "Minimum Guidelines for the
Protection of Water Quality from Animal Wastes" which describes approved pro-
cedures for wastewater application to land.
Reviewed by: pp at &E M
