Owner is uncertain of <br /> the accumulation start date. <br /> REGULATION GUIDANCE: <br /> A generator of less than 1,000 kilograms of hazardous waste in any calendar month may accumulate hazardous <br /> waste onsite for 180 days or less, or 270 days or less if the generator transports the generator's own waste. <br /> CORRECTIVE ACTION: Immediately dispose of the hazardous waste stored on site greater than 270 days in <br /> compliance with Title 22 California Code of Regulations. Provide a corrective action statement and a copy of the <br /> disposal records to the San Joaquin County Environmental Health Department(EHD)within 30 days. <br /> This is a Class II violation. <br /> 608 CCR 66266.130 Failed to properly manage used oil and fuel filters. <br /> OBSERVATION: The drained used metal oil filters were observed in a 5 gallon bucket without a label, accumulation <br /> start date, or a lid. A complete three year bill of lading record for used oil filter recycling was not observed during the <br /> inspection. <br /> REGULATION GUIDANCE: <br /> Drained used oil filters must be accumulated, stored, and transferred in a closed, rainproof container. Containers <br /> shall be labeled as"drained used oil filters"(not as hazardous waste)and show initial date of accumulation and may <br /> be stored on site for up to one year. Persons generating, transporting, or receiving used metal oil filters shall use a <br /> bill of lading to record the transfer of used oil filters. Bills of lading must indicate generator,transporter, and <br /> receiving company names,addresses,telephone numbers,the quantity and size of used oil filter containers <br /> transferred, and the date of transfer. A copy of each bill of lading must be kept on the premises of the generator, <br /> transporter,and receiving facility where the used oil filters were handled. Copies of bills of lading shall be kept for a <br /> period of three years. <br /> CORRECTIVE ACTION: Immediately drain all metal oil filters of free-flowing oil, store them in closed, rainproof <br /> containers, label the container with the words"drained used oil filters,"and mark the container with an accumulation <br /> start date. Dispose of all used oil filters stored on-site greater than one year. Obtain all missing bill of lading <br /> recycling records that can be found. Used metal oil filters not stored, handled and disposed of according to this <br /> section are regulated as hazardous waste. Provide a corrective action statement, bill of lading recycling records <br /> and supporting documentation to the San Joaquin County Environmental Health Department(EHD)within 30 days. <br /> This is a minor violation. <br /> Overall Inspection Comments: <br /> An inspection checklist was provided to the facility operator on the day of inspection.
