PL tEPORT (June 20, 2003) <br /> LOCKEFORD ELEMENTARY SCHOOL EXPANSION <br /> PRELIMINARY ENDANGERMENT ASSESSMENT REPORT <br /> PROPOSED LOCKEFORD ELEMENTARY SCHOOL EXPANSION SITE <br /> 19555 NORTH TULLY ROAD <br /> COMMUNITY OF LOCKEFORD, SAN JOAQUIN COUNTY, CALIFORNIA <br /> 1.0 INTRODUCTION <br /> This report presents the methodology and results of a Preliminary Endangerment Assessment <br /> (PEA) for the proposed Lockeford Elementary School expansion site (the Site) in the community <br /> of Lockeford, San Joaquin County, California. This report has been prepared by URS <br /> Corporation Americas (URS) for the California Environmental Protection Agency (CaUEPA), <br /> Department of Toxic Substances Control (DTSC, Client) on behalf of the Lodi Unified School <br /> District (LUSD) under Work Order No. 1-501-1.0-104292-27, dated December 12, 2002, issued <br /> under Agreement No. 02-T2501. <br /> In order to comply with state requirements for new school construction projects that went into <br /> effect in January 2000, Lodi Unified School District (LUSD) requested DTSC's assistance in <br /> providing a PEA for the environmental review of the Site. The DTSC agreed to provide the <br /> LUSD with a PEA for the Site under a grant funded by the United States Environmental <br /> Protection Agency (USEPA). DTSC requested that URS complete a PEA for the Site. URS <br /> previously submitted a PEA Work Plan for the Site to DTSC for review and comment on January <br /> 31, 2003. DTSC provided its comments on the Work Plan in a letter dated February 28, 2003. <br /> URS responded to DTSC's comments with a work plan addendum dated February 28, 2003. <br /> Subsequently, DTSC approved the work plan and addendum in a letter dated March 13, 2003 <br /> [DTSC, 2003b]. URS submitted a draft PEA report to DTSC for review and comment on May 8, <br /> 2003. DTSC provided its comments on the draft PEA report in a letter dated May 30, 2003. <br /> This PEA report incorporates URS's responses to DTSC's comments. <br /> A Phase I Environmental Site Assessment (ESA) report, dated September 24, 2002, for the Site, <br /> was prepared for LUSD by NOA Environmental (NOA). The information compiled in the Phase <br /> I ESA report was used as a basis for the Site background review during preparation of the PEA <br /> Work Plan. <br /> The PEA field investigation, laboratory analysis program, and screening level human health and <br /> ecological risk assessments were conducted in substantial accordance with the approved work <br /> plan and addendum. Deviations from the work plan are described in Section 12.0 of this report. <br /> This report was prepared following the guidelines of DTSC, as set forth in the Preliminary <br /> Endangerment Assessment Guidance Manual [DTSC, 1999].
