PL REPORT (June 20, 2003) <br /> LOCKEFORD ELEMENTARY SCHOOL EXPANSION <br /> 1.1 PEA OBJECTIVES <br /> The overall objectives of the PEA include: <br /> • Evaluating historical information for indications of the past use, storage, disposal, or <br /> release of hazardous wastes/substances at the Site. <br /> • Evaluating whether current or past hazardous material management practices or waste <br /> management practices have resulted in a release or threatened release of hazardous <br /> materials at the Site, or whether naturally occurring hazardous materials are present <br /> which pose a threat to children's health, children's learning abilities, public health, or the <br /> environment. <br /> • Evaluating through a field sampling and analysis program the nature of hazardous <br /> materials that may be present in soil, surface water, or groundwater at the Site, their <br /> concentration and general extent. <br /> • Estimating the potential threat to public health posed by hazardous materials at the Site, <br /> using a residential land-use scenario, and performing an ecological risk screening <br /> evaluation, if necessary. <br /> .Based on information developed during the PEA and the human and ecological risk screening <br /> evaluations using the PEA Guidance Manual, DTSC will make an informed decision regarding <br /> potential risks posed by the Site. Possible outcomes of the PEA decision include the requirement <br /> for further investigation through a remedial investigation/feasibility study (RDFS) process if the <br /> Site is found to be significantly impacted by hazardous substances release(s); the need to perform <br /> a removal action if localized impacts by hazardous substances release(s) are found; or issuance <br /> of a "No Further Action" finding if the Site is found not to be significantly impacted and risks to <br /> human health and the environment are found to be within acceptable levels based on the <br /> conservative screening level risk assessment. <br /> 1.2 SCOPE OF WORK <br /> The scope of work implemented to prepare this PEA report included: <br /> • Scoping meetings and discussions with DTSC and LUSD representatives, <br /> • Researching available background information regarding former and current land use at <br /> the Site, <br /> • Preparing the PEA Work Plan and addendum, <br /> • Implementing field and laboratory data collection and evaluation to assess environmental <br /> conditions at the Site, <br /> • Performing a screening level human health and ecological risk assessment, and <br /> • Preparing this PEA Report. <br /> Numerous information sources were reviewed as part of the background research for the Phase I <br /> ESA conducted by NOA Environmental [NOA, 2002].
