PE. _tEPORT (June 20, 2003) <br /> LOCKEFORD ELEMENTARY SCHOOL EXPANSION <br /> 13.0 CONCLUSIONS AND RECOMMENDATIONS <br /> 13.1 SUMMARY AND CONCLUSIONS <br /> D.H. Winn Trucking Company currently uses all three parcels that comprise the Site as a <br /> commercial truck terminal for transporting gravel, asphalt, concrete, and brick (none of these <br /> materials are stored at the Site). Truck washing and maintenance activities are concentrated in <br /> and around the structure on the southern parcel; while the northern and western parcels, which <br /> are unpaved but covered with crushed rock, are primarily used for parking. On the northern <br /> parcel, a fence, garage, and trailer owned by the north-adjacent neighbor encroach onto the Site <br /> by approximately five feet. That north-adjacent property is the location of a residence and small <br /> vineyard. <br /> Previously, the southern parcel was used as a grain warehouse (apparently involving the current <br /> structure) as far back as the 1800s, a brick making facility, and a furniture-making facility <br /> involving sandblasting. The western parcel and the southern portion of the northern parcel were a <br /> railroad right-or-way. The right-of-way included the main railroad tracks and a spur line that <br /> served the structure on the southern parcel. A grain elevator was located on the northern side of <br /> the railroad tracks. So far as is known, the northern portion of the northern parcel has never been <br /> developed, except for being graded and covered with crushed rock for use as a parking area. <br /> In 1995, a spill of 105 gallons of diesel fuel at the southern parcel was reported to the County. In <br /> 1996, an underground storage tank (UST) for diesel fuel was removed from the southern parcel <br /> along with some moderately contaminated soil. In 1999, a County inspection found oil spilled on <br /> the pavement inside the northeast comer of the building as well as various administrative <br /> violations. <br /> A Phase I Environmental Site Assessment (ESA) in 2002 found no recognized environmental <br /> conditions at the Site except for the following: <br /> • probable areas of moderate soil contamination by petroleum hydrocarbons throughout the <br /> Site, especially near the former UST, existing aboveground storage tanks (ASTs), and <br /> maintenance areas; <br /> • a potential for soil contamination by metals, petroleum hydrocarbons, and polycyclic <br /> aromatic hydrocarbons (PAHs) along the area of the former rail line; <br /> • a potential for elevated levels of metals and hydrocarbons in the soil below the slab of the <br /> building; and <br /> • a potential for asbestos-containing materials, lead-based paint, and bricks with elevated <br /> metals content in the existing building. <br /> This PEA addresses the first three items listed above, but does not address the final item since if <br /> LUSD acquires the Site, LUSD intends to either remove the building or transfer the portion of <br /> the Site that includes the building to another party.
