Turner Road,Lodi,CA <br /> Environmental Health Department,Boring Permit: <br /> On behalf of Pacific Coast Companies, Inc., Bay Consulting Services, (Bay) has prepared this <br /> Investigation Workplan for the site referenced as requested in associated with a real estate acquisition. <br /> The site background and our proposed scope of work are described below. <br /> SITE BACKGROUND <br /> Groundwater impacted by volatile organic compounds (VOCs) including PCE and TCE was first <br /> detected in 1989 during routine sampling of the public water system. Preliminary site investigations <br /> were conducted from 1989 through 1991 to identify possible sources of impacts. A Phase I Site <br /> Investigation conducted in September 1993 identified: Guild Cleaners, 17 South Church Street, Busy <br /> Bee Laundry, 40 North Main Street, and Lustre-Cal Nameplate Corporation, 110 E. Turner Road as <br /> sources of the VOC plume(s). The Busy Bee Laundry, Guild Cleaners, and Lustre-Cal sites are <br /> confirmed contributors to the city-wide VOC plume. Based on the City of Lodi May 2000 Fact Sheet <br /> No 5, the VOC plume extents approximately from Turner Road to the north, Hwy 99 to the east, <br /> Century Boulevard to the south and Ham Lane to the west. The subject property is located within the <br /> Lodi VOC plume area. <br /> The subject property consists of 5.54 acre lot, (Assessors parcel number 041-240-47) and is <br /> located within an industrial area that is surrounded by industrial businesses the subject property. <br /> The property is currently occupied by EPIC Plastics, a plastic recycling and product <br /> manufacturing facility. The site is improved by warehouses totaling approximately 125,000- <br /> square feet surrounded by asphalt access road and parking. The southern portion of the property <br /> is covered by concrete and used for bulk storage of finished materials and debris boxes. <br /> The neighboring site to the east of the subject property is Lustre-Cal, which has been <br /> identified as a source of Volatile Organic Compounds (VOC) including perchloroethylene <br /> (PCE) or trichloroethylene (TCE) contamination that has contributed to a groundwater <br /> impact plume found in the Lodi public well system. Lustre-Cal reportedly used the parking <br /> lot area north of their building for the disposal of their chemical wastes during the 1970s and <br /> early 1980s including PCE and 1,1,1-TCA.
