San Joaquin County <br /> September 12,2006 <br /> discharged into the sanitary sewer lines serving Lustre-Cal. These wastes have migrated from <br /> the sewers into the surrounding soil and groundwater through cracks or joints in the lines <br /> along Sacramento Street. Based on DTSC reports, Lustre-Cal is a potential source for PCE, <br /> TCE, and other chemicals found in the municipal supply wells 2, 4, and 24 located south of <br /> the site. Analysis of soil gas samples collected in the parking lot north of Lustre-Cal and <br /> adjacent to the subject property warehouse in 1994 indicated elevated concentrations of <br /> VOCs. A subsequent survey conducted in 1996 identified minimal concentrations of TCE in <br /> the soil gas on the subject property, indicative of regional groundwater plume. In a letter <br /> from DTSC dated December 17, 1996, no further soil remediation was required for the <br /> property located at 104 E. Turner Road based on results from the soil gas survey. <br /> No additional investigation or remedial action has been conducted to evaluate the extent of <br /> magnitude of groundwater impact on the property and at the Lustre-Cal facility. <br /> Site History <br /> Since 1926 the subject property has been used for warehouse and storage including grape <br /> juice, wine, and syrup manufacturing and storage until 2002 when it was purchased by EPIC <br /> Plastics for manufacturing. <br /> Objectives <br /> The objectives of this Workplan are to: <br /> 1. Evaluate the magnitude of VOC impact in the soil and groundwater at the site from <br /> possible off-site impacts and sources. <br /> 2. Determine if onsite waste water sumps and separators have contributed to soil and <br /> groundwater impact. <br /> PROPOSED SCOPE OF WORK <br /> To evaluate if soil and groundwater has been impacted by VOCs, we propose advancing four to five <br /> borings to collect soil and grab groundwater samples. The proposed location of the borings and wells <br /> are presented on the attached Site Plan. Our specific procedures are presented below. <br /> Underground Utility Location: We will contact Underground Service Alert to locate subsurface <br /> utilities in and surrounding the proposed boring locations prior to drilling. Each boring will be hand <br /> augered to a minimum of 5 feet bgs. <br /> 2 <br />
