A copy of the Order is enclosed.
On 3 October 2012, Central Valley Water Board staff inspected the facility. The purpose of the
inspection was to evaluate the current discharge conditions, discuss reporting violations cited in
staff's 13 September 2012 Notice of Violation (enclosed),and discuss the status of the
Discharger's 21 March 2007 request for coverage under the Central Valley Water Board's
Conditional Wavier of Waste Discharge Requirements, for Small Food Processors and
Wineries. A photographic log is enclosed. Regional Board staff was accompanied by Greg and
Susan Burns (owners) of the winery.
Below is a summary of staff's observations and conversations during the inspection:
• Currently the facility processes approximately 150 to 350 tons of grapes per year.
However, the facility has the capacity to process 800 tons per year.
• Grape crushing and processing occurs outdoors on a large uncovered concrete pad,
which drains to a linear floor drain in the center of the pad. Wastewater that collects in
the floor drain flows to a sump and screening unit before being pumped to a 7,500 gallon
above ground tank for storage prior to transport to the City of Lodi's White Slough
Wastewater Treatment facility for disposal.
• The land application areas, authorized in Order R5-2004-0079, have not been equipped
with distribution piping for effluent disposal. Additionally, groundwater monitoring wells
have not been installed around the land application areas, as required by the WDRs.
• Pomace is collected, dried, and spread in the vineyard as a soil amendment.
• Staff discussed the incomplete status of the 21 March 2007 Report of Waste Discharge
and past due technical reports (Land Application Area Improvement Report, Groundwater
KARL E.
