Greg Burns - 2 - 5 November 2012
Jessie's Grove Winery
Well Installation Report, and Background Groundwater Quality Study Report) required by
the WDRs.
In summary, the facility and associated wastewater collection and storage system appeared to
be well operated and maintained. Odors associated with wastewater were minimal in the
vicinity of the drain system. Additionally, since Order R5-2004-0079 was adopted the
Discharger has changed facility operations, such that wastewater is no longer land applied on-
site and has requested coverage under the Conditional Wavier of Waste Discharge
Requirements, for Small Food Processors.
With regard to the past due technical reports (Land Application Area Improvement Report,
Groundwater Well Installation Report, and Background Groundwater Quality Study Report),
since Jessie's Grove Winery ceased the onsite wastewater discharge in 2006 and is seeking
coverage under the Conditional Wavier of Waste Discharge Requirements for Food Processors
and Wineries, we will not recommend additional enforcement actions against Jessie's Grove
Winery as long as you make progress toward coverage under the Conditional Wavier. Mr. Scott
Armstrong with our permitting section will be contacting you in the near future to assist you
addressing the deficiencies in your 21 March 2007 Report of Waste Discharge.
As stated in staff's 13 September 2012 Notice of Violation, until coverage is granted under the
Conditional Wavier and Order R5-2004-0079 is rescinded, Jessie's Grove Winery must submit
monthly, quarterly, and annual monitoring reports as required by Monitoring and Reporting
Program R5-2004-0079. However, since monitoring wells have not been installed at the facility,
the quarterly reports shall simply state that no monitoring wells have been installed, as
appropriate.
If you have any questions regarding this letter, please contact me at (916) 464-4635.
7
Brendan Kenny
Compliance and Enforcement Section
Waste Discharge to Land Unit
cc: San Joaquin Environmental Health Department, Stockton
enc: 1 May 2007, Incomplete Report of Waste Discharge
WDRs Order R5-2004-0079
13 September 2012, Notice of Violation
Photographic Log
