The monitoring plan is not current and/or not approved by the EHD. -The 87 and 91 monitoring plans incorrectly list manufacturer and model information under mechanical leak detector. -The diesel monitoring plan incorrectly lists the leak detector model as LD2000. The leak detector on site is a 99 LD-2000. -The monitoring plans incorrectly state the tank probes are used for inventory only. The probes are currently being used as part of the overfill prevention methods. The monitoring plan must be uploaded to the California Environmental Reporting System (CERS). Immediately log into CERS, make the necessary changes, and submit for review by the EHD. This is a minor violation. 201 CCR 2712(b) Failure to maintain monitoring, maintenance, and follow up action records. Maintenance and monitoring records for the last three years were not found on site. The missing records include secondary containment test results for 11/10/16, 4/27/17, and 10/26/17. These records shall be maintained on site for at least three years. Monitoring records include: (1) date and time of all monitoring or sampling; (2) monitoring equipment calibration and maintenance records; (3) results of any visual observations; (4) results of sample analysis performed a lab or in the field; (5) logs of all readings of gauges or other monitoring equipment, ground water elevations, or other test results; (6) results of inventory readings and reconciliations. Immediately locate and maintain all maintenance and monitoring records for the last three years on site. This is a minor violation. 204 CCR 2712(1) Current monitoring plan approved by the EHD not found on site. An approved copy of the monitoring plans were not available for inspection. A copy of these plans shall be accessible on site at all times. Immediately locate and retain a copy on site. This is a minor violation. 315 HSC 25291(e)Water in secondary containment not removed, analyzed, and properly disposed of (pre-Jul 2003). Liquid was observed in the 87 STP sump, the 91 fill sump and the 89 fill sump . If water could enter into the secondary containment by precipitation or infiltration, it must be removed and disposed of properly. The service technician removed the liquid from the sumps. Ensure that all sumps and annular spaces are maintained free of liquid. This is a minor violation.
