Currently, I
have the billing party for this site as PG&E. If this is the same, then you're set without an MFR.
I checked the account balance for this site. It's zero $. good. I cannot process/issue or access
additional fees on an outstanding balance. So NO additional fees, other than the $89 permit fee,
is needed.
I also have a copy of the CVRWQCB's/Ms. Kathleen Amaru's July 6, 2010 Work Plan
review/approval letter. No need to send me this. But I will need a copy of the work plan she
approved before I can issue.
you should know that the SJC-EHD does not recognize/approve/like/allow/etc 'temporary
wells'. We do allow placement of a casing in a borehole for gw grabs, but only for the day.
and that hole is to be abandoned/destroyed at the end of that working day. IF your try to leave
a hole OPEN with a temp casing in it overnight and with YOU NOT being onsite with it overnight,
well, I can't allow it. It must be properly sealed (grouted) and surface protected (well box)
before you leave the site that day, or the casing removed and the soil boring hole grouted up. A
temporary DAY well left 'overnight' becomes a permanent monitoring well before you leave the
site.
so if you can drill/push your sampling point AND get your grab gw sample and grout the hole
BEFORE you leave the site for the night , then that's OK. one soil boring permit is all you need.
there will be no well head protection needed and no destruction permit needed for it's
destruction later.
NO temp wells overnight and NO HOLES (ungrouted wells/borings/pushpoints/hand augers)
OPEN (ungrouted) OVERNIGHT. You want to leave it for more sampling later? hole dry and
need more time? sorry...build a well. plan on a destruction permit later on..
see? more you should know. Until July 31, 2010, permits are $89 installation and $60
destruction per PARCEL. As of Aug 1, 2010, our approved fees go to $122 per HOLE, in or out and
an additional pre-payment of$366 is also required. First hole will cost you $488.
to put this in perspective, the current $89 per parcel permit seems cheap, but you get a bill later
at $115 an hour for my time. This new fee change just reflects a $7/hr increase and only makes
you PREpay for my inspection times. It allows for office time to issue and inspection time at
$122/hour. We're anticipating NOT sending out bills after the work so you'll know your budget
up front and have receipts before you start.
7/26/2010
