This work plan was <br /> developed based on correspondence with you, using Kleinfelder's current <br /> understanding of the Site conditions, and is a preliminary understanding of Air Products <br /> and Chemicals, Inc's. (APCI) desires and requirements. <br /> Kleinfelder is committed to providing quality service to our clients, commensurate with <br /> their wants, needs, and desired level of risk. If a portion of this work plan does not meet <br /> the needs of APCI, or if those needs have changed, Kleinfelder will consider <br /> appropriate modifications, subject to the standards of care to which we adhere as <br /> professionals. Modifications such as changes in scope and methodology may result in <br /> changes to the risks assumed by you. The following includes a brief background related <br /> to development of this scope of work. <br /> BACKGROUND <br /> APCI has directed Kleinfelder to provide environmental closure services to address the <br /> sale of the referenced property and potential environmental concerns related to the <br /> cogeneration operations since approximately 1987. Kleinfelder conducted a Phase I type <br /> site reconnaissance with APCI on May 16, 2012 to evaluate potential environmental <br /> concerns and obtain various environmental documents. Kleinfelder subsequently drafted <br /> a short letter titled "Conceptual Approach, Phase II Environmental Assessment, Post <br /> Facility Operations, ....., " dated May 29, 2012 (File No. 114050/ST012L0465).
