A second <br /> meeting and follow-up site reconnaissance was conducted on May 30, 2012 with APCI <br /> and Ingredion and their environmental consultant AECOM. The intent of this work was <br /> for noted parties to agree on an appropriate Phase II scope of work. <br /> Ingredion's environmental consultant, AECOM, provided review comments to Ingredion <br /> which were subsequently forwarded to Kleinfelder by APCI in a document titled <br /> "Memorandum, Recommendations for Air Products Lease Termination Assessment <br /> Scope of Work, 1010 Zephyr Street, Stockton, California," dated June 7, 2012. APCI and <br /> Ingredion had subsequent discussions which resulted in an email being forwarded to <br /> Kleinfelder with an attached document labeled "6.20.12 EA Samp Scope AP," in which 9 <br /> bulleted items were included which represent general agreement statements on the <br /> conceptual Phase II approach for the Cogeneration facility. Based on the information <br /> obtained as described above and your final direction, Kleinfelder developed the following <br /> work plan. <br /> PROPOSED SERVICES <br /> This following scope of work includes permitting, boring locations, proposed field work, <br /> methodology, laboratory analyses, quality control and reporting: <br /> Task 1 — Permitting and Pre-Field Activities <br /> San Joaquin County Environmental Health Department (EHD) requires completion of a <br /> boring/probe permit application, Master File Record (MFR), work plan and payment of <br /> fees prior to advancement of the probes at the Site. Kleinfelder will prepare the permit <br /> application, MFR, and submit them along with this work plan and the required fees to <br /> EHD. The permit must be approved prior to field activities and sampling. EHD usually <br /> requires up to two weeks to issue the permit. A health and safety plan (HASP) will be <br /> made available to all Kleinfelder field and supervisory personnel assigned to this <br /> project. <br /> The pushprobe subcontractor and/or Kleinfelder will contact Underground Service Alert <br /> (USA) 48 hours prior to conducting fieldwork to notify various utilities of our proposed <br /> subsurface assessment. Kleinfelder recommends APCI maintenance personnel familiar <br /> with subsurface utility locations be present when siting final boring locations as USA <br /> does not mark private utilities. <br /> Task 2 — Advancement of Pushprobes/Hand Auger Borings <br /> The purpose of the pushprobe assessment is to evaluate the potential presence of <br /> various constituents of potential concern (COPCs) in relatively shallow soil. These <br /> COPCs include, but are not limited to, petroleum compounds, water treatment <br /> chemicals, ash constituents, cooling tower contaminants, acid/base by-products, and a <br /> general broad suite of various chemicals.
