The anonymous caller SC 007 <br /> did not leave a contact number. I went to Yvonne Moreno, staff that entered the <br /> complaint, to ask if there was additional information. She said there was no <br /> additional information. Discussed complaint with Lead Senior Garrett Backus. <br /> 2:30 PM Called SJ Stormwater Prevention line, 209-468-3055, found on the Auto <br /> Repair Shops fact sheet. Spoke to Kristi. She took down my message and will <br /> have one of their storm water inspectors call me back. <br /> 2:41 PM Justin Padilla,209-468-2907, called. I relayed complaint information. He <br /> requested the address. He will check to see if they have jurisdiction over that area <br /> and call back. Justin later called to let me know the area is not one under their <br /> jurisdiction. <br /> 03/18/2020 On site for complaint at facility that is dumping water from wash rack to the storm PE 2200 MURO <br /> 144 min drain that leads to retention pond. Met with Lorin Sabin, Heavy Transport Inc SC 004 <br /> Branch Manager. He consented for access to facility and photos. We went to the <br /> wash rack where there was a Bragg MLC300 Crane in the wash rack that was <br /> being cleaned up prior to washing. According to Lorin, the grease and oily debris <br /> on all equipment is first cleaned up and put into the facility's hazardous waste <br /> 55-gallon drum and managed as Non-RCRA Hazardous Waste Solids, Oil and <br /> Debris. Wash rack water goes down through initial drain which has a 5-gallon <br /> slotted bucket to catch debris. Water then travels through three filtering concrete <br /> vaults. Observed the lot to be sloped with two valley gutters that lead to the <br /> retention pond. The western gutter had some sheen on the gutter's edge, but none <br /> observed on the water. There was no sheen on the eastern gutter. Observed no <br /> sheen on the retention pond's surface. A thin, white film on the water's surface <br /> was observed exiting the inlet. <br /> I asked Lorin if the facility has a permit with the Central Valley Regional Water <br /> Quality Control Board. He did not know. <br /> Emailed photos to Garrett Backus while on site since I was unable to verify <br /> complaint. EHD will be referring this facility to the Central Valley Regional Water <br /> Quality Control Board. <br /> He did not have time for the routine hazardous waste inspection following the <br /> complaint inspection because he has issues to deal with involving the COVID-19 <br /> changes. Set appointment for Tues., 3-26-20 at 9:00 AM. <br /> 03/18/2020 Completed a photo log. PE 2200 MURO <br /> 54 min SC 007 <br /> 03/20/2020 Completed an official inspection report(OIR). Emailed OIR and photos to: Lorin PE 2200 MURO <br /> 96 min Sabin at lorin.sabin@heavy-trans.com. SC 007 <br /> 05/28/2020 Reviewed complaint narrative in preparation for abatement of complaint. Added PE 2200 MURO <br /> 84 min more photos and details to the photo log. Printed and compiled complaint SC 007 <br /> documents. Will be referring facility to Central Valley Regional Water Quality <br /> Control Board.
