S A N J D AR I N Environmental Health Department <br /> Small Quantity Hazardous Waste Generator Inspection Report <br /> Facility Name: Facility Address: Date: <br /> LES SCHWAB TIRE CENTER 3260 W GRANT LINE RD,TRACY September 10, 2020 <br /> SUMMARY OF VIOLATIONS <br /> (CLASS I,CLASS II,or MINOR-Notice to Comply) <br /> Item# Remarks <br /> 301 CCR 66262.34(d)(2) Facility not maintained to minimize the release of a hazardous waste. <br /> OBSERVATION: The following was observed in the brake lathe machine located adjacent to hazardous waste <br /> storage area: <br /> -One brake lathe machine observed with metal fines accumulating on and underneath the machine. <br /> -One metal grinding machine observed with metal fines accumulating on and underneath the machine. <br /> REGULATION GUIDANCE:A hazardous waste generator must maintain and operate its facility to minimize the <br /> possibility of a fire, explosion, or any unplanned sudden or non-sudden release of hazardous waste or hazardous <br /> waste constituents to air, soil, or surface water which could threaten human health or the environment. <br /> CORRECTIVE ACTION: Immediately[FIX LEAK, CLEAN STAINS, ETC.]. Manage the waste according to Title 22 <br /> California Code of Regulations for hazardous waste. Submit a statement and supporting documentation to the San <br /> Joaquin County Environmental Health Department describing the storage and final disposition of the cleaned up <br /> waste. <br /> This is a minor violation. <br /> 605 CCR 66262.34(f) Failed to completely label containers or portable tanks of hazardous waste. <br /> OBSERVATION: Hazardous waste containers were observed on-site with incomplete labeling. The containers <br /> were: <br /> -One 15-gallon container with metal fines observed with no accumulation start date. Operator corrected on site by <br /> filling in the accumulation start date. <br /> -One 15-gallon container with used brake fluid observed with no accumulation start date. Operator corrected on site <br /> by filling out the accumulation start date. <br /> -One 15-gallon container with oily solids observed with drained used oil filters label. Inspector provided operator <br /> hazardous waste label. Operator filled out hazardous waste label; corrected on site. <br /> Note: Operator stated that he does not recycle the used metal oil filters, he disposes used metal oil filters as <br /> hazardous waste and as oily solids. <br /> REGULATION GUIDANCE: All hazardous waste containers shall be marked with the following information: the <br /> words"Hazardous Waste", name and address of generator, hazardous properties, physical state, composition <br /> (contents), accumulation start date <br /> CORRECTED ON SITE. <br /> This is a repeat violation, Class ll. <br /> Overall Inspection Comments: <br /> Complete and submit a copy of the Return to Compliance Certification form to the EHD with a statement <br /> documenting the corrective actions that have been or will be taken for each violation, and any supporting <br /> FA0018042 PR0526647 SCO01 09/10/2020 <br /> EHD 22-01 Rev.8/11/2020 Page 5 of 7 Small Quantity Hazardous Waste Generator OIR <br /> 1868 E.
