Environmental Health DepartmentUnderground Storage Tank Program Inspection ReportDate:November 12, 2019Facility Address:6009 N EL DORADO ST, STOCKTONFacility Name:ARCO AM/PMSUMMARY OF VIOLATIONS(CLASS I, CLASS II, or MINOR - Notice to Comply)RemarksItem #306CCR 2630(d), 2641(a) Monitoring equipment is not installed or maintained to detect a leak at the earliest opportunity. OBSERVATION: The 91 fill sump sensor was raised approximately one OF an inches off the lowest point of the sump and not located to detect a leak at the earliest opportunity. REGULATION GUIDANCE: Monitoring equipment shall be maintained to be able to detect a leak at the earliest possible opportunity. CORRECTIVE ACTION: The sensor was relocated to the lowest point of the sump by the service technician. Ensure that all monitoring equipment is maintained and located to detect a leak at the earliest opportunity. This was corrected on site.This is a Class II violation.316HSC 25290.1(c3), 25290.2(c3) Secondary containment not constructed to prevent water intrusion (after Jul 2003). OBSERVATION: Water was found in the 91 fill sump. REGULATION GUIDANCE: Secondary containment shall be constructed to prevent any water intrusion into the system by precipitation, infiltration, or surface runoff. CORRECTIVE ACTION: The service technician removed one GALLON of liquid from the 91 fill sump and returned the sensor to its proper location. Immediately contact a properly licensed, trained, and certified contractor to address the water intrusion into the 91 fill sump under permit and inspection of the EHD. This was corrected on site.This is a minor violation.318CCR 2666(c), 2643(c)(1) Leak detector failed to detect a 3.0 gallons per hour leak at 10 pounds per square inch. OBSERVATION: The 87 and 91 line leak detector failed to detect a leak when tested. REGULATION GUIDANCE: All line leak detectors shall be capable of detecting a 3-gallon per hour leak at 10 psi. CORRECTIVE ACTION: The service technician adjusted the leak detector, retested it, and it passed.This was corrected on site.This is a minor violation.Overall Inspection Comments:Complete and submit a copy of the Return to Compliance Certification form to the EHD with a statement documenting the corrective actions that have been or will be taken for each violation, and any supporting FA0024188 PR0542116 SC001 11/12/2019EHD 23-01 Rev. 9/20/2019Underground Storage Tank Program OIRPage 6 of 71868 E.
