Box 7640 <br /> 2 <br /> San Francisco, CA '94140 <br /> PG&E's MCDONALD ISLAND SURFACE IMPOUNDMENTS, SAN JOAQUIN <br /> COUNTY (Case No. 2288) <br /> We have reviewed your letter of 15 January 1992 and the final grading plans for closure of <br /> PG&E's McDonald Island disposal ponds. The grading plans are acceptable as proposed. <br /> The Brown & Caldwell Closure Plan dated April 1991 is now complete. The plan to close <br /> this facility by removing all drilling mud waste and any contaminated native soil is <br /> approved with the following provisions. <br /> PG&E proposes to excavate the upper six inches of native soil underlying the drilling <br /> mud plus any visibly contaminated native soil above the water table. PG&E concludes <br /> this approach should eliminate all soil contaminants and prevent the possibility of any <br /> additional contaminants leaching into ground water. We request that PG&E conduct <br /> field sampling during excavation and provide us with analytical results which demon- <br /> strate that any contaminants remaining after excavation are not a threat to water quality. <br /> Please submit a brief sampling and analysis plan prior to excavation. <br /> If you have any questions, please call Steve Rosenbaum at (916) 361-5732. <br /> WILLIAMI.
