STATE OF CALIFORNIA GEORGE DEUKMEJIAN, Governor
CALIFORNIA REGIONAL WATER QUALITY CONTROL BOARD—
CENTRAL VALLEY REGION AL ialblli-
3443 ROUTIER ROAD, SUITE A ;.7,F
SACRAMENTO. CA 95827-3098 a
27 September 1990 0 C T
Ms. Patricia Sullivan
Environmental Services
Pacific Gas and Electric Company
P.O. Box 7640
San Francisco, CA 94120
PG&E's NI.CDONALD ISLAND SUFACE i v1 OUNDTAE*.'TS, S'11 QUL COTS'TY
(Case No. 2288)
We have reviewed the solid waste water quality assessment (SWAT) report for the disposal ponds
at PG&E's McDonald Island Gas Storage Field. The report adequately demonstrated that hazar-
dous waste is not leaking from the impoundments. The SWAT report data show, however, that
nonhazardous chemical concentrations in ground water vary greatly across the site and may be
indicative of leakage from the impoundments. These contaminants need to be defined in the
following areas:
1. What is the source, nature and extent of ground water contamination and does it impact
surface water?
2. How will contaminated ground water be remediated?
3. What steps will be taken to prevent future degradaton of the ground water and close the
impoundments?
Please submit a workplan and time schedule for the above work by 1 January 1991. If you
have any questions, please call Steve Rosenbaum at (916) 361-5732.
WILLIANO. MARSHALL, Chief
Waste Discharge to Land Unit
SER
cc: Ms. Kim Schwab, California Integrated Waste Management Board, Sacramento
Mr. Ed Padilla, San Joaquin County Public Health Services, Stockton
