Furtado, Manager <br /> Environmental Services <br /> Pacific Gas and Electric Company <br /> 77 Beale Street <br /> San Francisco, CA 94106 <br /> FIREWATER PROTECTION SYSTEM, MC DONALD ISLAND, PG AND E, SAN JOAQUIN COUNTY <br /> As you requested, we have reviewed the water quality investigation report you <br /> prepared in conjunction with the 19 March 1986 test of the firewater protection <br /> system at the subject facility. <br /> Based on your reported findings, as presented in the previously mentioned <br /> report, we feel that the annual performance test of the firewater protection <br /> system will have no significant impact on water quality. Therefore, we are <br /> conditionally waiving waste discharge requirements (WDRs) on a one-time basis. <br /> WDRs may be issued at a later date if Regional Board staff determines, due to a <br /> change in the discharge or new findings, that the discharge adversely impacts <br /> waters of the state. All regulations and requirements of the Department of Fish <br /> and Game and any other agencies must still be observed. <br /> In addition to notifying this office at least a week in advance of the <br /> performance test, the following conditions must be met: <br /> 1. A justification for the amount of corrosion inhibitor added to the system. <br /> The manufacturer' s instructions are not clear on how the dosage is deter- <br /> mined. This should be determined and the results submitted to this office <br /> before the next discharge. <br /> 2. A maintenance plan is to be implemented that will keep possible platform <br /> contaminants from being discharged. <br /> 3. A monitoring program is to be carried out using the same locations and time <br /> intervals as the 1986 test. In addition, samples must be collected from <br /> the point of discharge. You are to test all samples for heavy metals <br /> (ICAP) and any other contaminants that may be associated with the <br /> operation. <br /> 4. Include items 2 and 3 in a report to be submitted to this office within 60 <br /> days of test completion. Include results of the monitoring program, a log <br /> of the test's events, and conditions of receiving waters during the test. <br /> . ' - .....
