As you have recognized the Central Valley Regional Water Quality
Control Board is the agency that has authority to provide oversight and closure for your
site. You have requested EHD concur with the conclusions and recommendations in
the September 2002 report. Instead, we provide the following comments.
The soil contamination is not defined laterally or vertically. The deepest soil sample
analyzed was from 9 feet below surface grade (SB4) and had the highest concentration
of Total Petroleum Hydrocarbons as motor oil. There were low levels of contaminants
found in the grab groundwater samples, so the conclusion that groundwater does not
appear to have been impacted is not supported by the data in the report.
If you have any questions contact me at (209) 468-3449.
Donna Heran,REHS, Director
Environmental Health Department
Margaret Lagorio, Supervising REHS
Unit IV
c: CVRWQCB —Wendy Cohen
