rO6lll& UOJ Mfu
a electric Company
375 North Wiget Lane
Walnut Creek.CA 94598-2
October 9, 2007
Mr. Todd A. Del Frate, Engineering Geologist
California Regional Water Quality Control Board
Central Valley Region
11020 Sun Center Drive #200
Rancho Cordova, CA 95670-6114
Subject: Work Plan for Soil and Groundwater Characterization under Pond 3
PG&E McDonald Island Gas Storage Facility
McDonald Island, California
Dear Mr. Del Frate:
Pacific Gas and Electric Company (PG&E) is herewith providing you the subject Work
Plan. This Work Plan follows up on discussions during the meeting among California EPA
Regional Water Quality Control Board — Central Valley Region (RWQCB), PG&E and
MSE Group (MSE) on August 15, 2007. In that meeting MSE presented results and
conclusions from the May 24, 2007 Groundwater Monitoring Program Evaluation Report
(MSE, 2007a) and the July 13, 2007 Semiannual Groundwater Monitoring Report(MSE,
2007b). The primary conclusion from evaluations detailed in these reports is that current
conditions at the site do not indicate degraded groundwater that is attributed to Pond 3.
However, because these conclusions were based only on data outside the footprint of
Pond 3, PG&E recommended that a soil and groundwater investigation be conducted
within the Pond 3 footprint to establish whether there could be impact to soil or
groundwater that could be attributed to the pond.
PG&E would like to conduct this investigation as soon as possible so that it can be
completed before significant rains could adversely affect fieldwork and so that the results
of the investigation can be expeditiously evaluated and incorporated into the 2007 Annual
Report. We therefore respectfully request your review and approval of this Work Plan by
October 22, 2007.
PG&E appreciates your prompt review of this Work Plan. If you have any questions on
this Work Plan please call the undersigned at (925) 974-4075or Dr. Robert Ellgas of MSE
at(510) 383-9600.
Sincerely, . n
-7"C"fAnne P.
