The designated laboratory will perform data validation in accordance with EPA guidelines and procedures. 4.1 Sample Analysis Plan The sample analysis plan is represented in Table 4-1. Table 4-1 highlights sample analytes, containers, preservation requirements, and sample analysis methods. 4.2 Data Review and Process Reporting A Level II data review will be performed on the analytical results. The review will be performed in accordance with the guidelines specified in the following documents: • EPA Contract Laboratory Program National Functional Guidelines for Inorganic Data Review(1999) • EPA Test Methods for Evaluating Solid Waste, SW-846 Physical/Chemical Methods (1996) The following quality assurance/quality control (QA/QC) elements will be included in the Level II data review: • Laboratory method blanks • Sample holding times • Surrogate recoveries • Laboratory control sample/laboratory control sample duplicate recoveries (LCS/LCSD) • Matrix spike/matrix spike duplicate recoveries (MS/MSD) • Relative percent differences (RPD) • Field blanks • Field duplicates Per RWQCB requirements, all data will be uploaded to the GeoTracker database system. 5.0 DATA EVALUATION AND REPORTING Groundwater analytical results will be evaluated through the use of two independent methods: the EPA Fingerprint Analysis of Leachate Contaminants (FALCON) method (EPA, 2004) and Principal Components Analysis (PCA) (Srivastava, 2002). Soil analytical results might also be evaluated using adaptations of the FALCON and PCA methods. Although these methods have been previously applied to groundwater data evaluation (MSE, 2007a), they can also potentially be applied to differentiating background concentrations of analytes from concentrations representing historical releases of chemicals from Pond 3.
